İnci stated that there are 70 villages and 120 hamlets attached to the district and he said:

Since we came to Hizan, our citizens, especially in the village of Hacı Mehmet, came several times with the mukhtars and conveyed their demands to build a bridge. The demand of Haci Mehmet village seemed like an ordinary request. We visited the village and saw the problems and grievances of the citizens. We gave instructions to our KHGB manager and told them to do the work quickly. The village is hundreds of years old. It was founded on one side of the valley. The villagers Orhan Derince said that a very nice bridge was made to their village and that they had applied for the bridge for years but their demands were not fulfilled.
Derince pointed out that when the amount of water in the creek increased especially in the spring season, the bridge they built by their own means was caught in flood waters, “Some of our animals fell into the water and perished while passing them across. This year, our district governor heard our voices and a beautiful bridge was built in the village. We survived this ordeal. Thank you to İnci and everyone who contributed ”.
