The 39th Term Meeting of the Permanent Council of Ministers of Culture of the International Organization of Turkic Culture (TÜRKSOY) started at the Merinos Atatürk Congress and Culture Center in Bursa, the Cultural Capital of the Turkic World in 2022.

In his speech at the opening of the meeting, Minister of Culture and Tourism Mehmet Nuri Ersoy said that TURKSOY was founded on the foundations of the cultural phenomenon that brings together societies under a common roof and carries the strong ties of the past to the present and the future.

Explaining that the organization strives to embrace the Turkish world with its common cultural and artistic richness, to reinforce the feelings of unity, solidarity and brotherhood among peoples, and to promote the works of art, artists and cultural men of friendly and brotherly countries in other countries, Ersoy continued as follows: :

“Also, with the awareness that our culture is based on the principles of love, understanding and tolerance, it works for the international recognition and dissemination of Turkish culture. It contributes to civilization, world peace and human rights by combating cultural disinformation and distortions. Performing such an important task, TURKSOY gained a respectable position in the Turkish world and in the international community in a short time. With this position, the common mind and mind of the Turkish world in order to glorify our values, assets and language in the fields of culture and art. sözcühas become. Considering the geopolitical position of our geography, it is clear that TURKSOY has and will have important duties in the next period as well. We have no doubt that he will successfully perform each of them. Ersoy stated that the UNESCO National Commissions of TURKSOY member countries are carrying out self-sacrificing works to proclaim an international day before UNESCO on behalf of Turkic languages ​​with different dialects spoken in a wide geography.

Noting that the decipherment of the Orkhon Inscriptions, which are the unique written sources of Turkish history, was announced on 15 December by the linguist William Thomsen, Ersoy said, “We hope that the acceptance of the said day by UNESCO will be announced in 100, the 2023th anniversary of the founding of the Republic of Turkey. Until then, I fully believe that the cooperation and coordination between the UNESCO National Commissions of our countries will strengthen and increase, our multinational joint efforts will increase, and our cooperation will continue in the events to be held after the 'International Turkish Language Day' announcement. used the phrase.

Minister Ersoy stated that they will meet with art groups from the Turkish world next year at the Turkey Culture Road Festivals, one of the most comprehensive art events in the world.

Expressing that 7 million people participated in more than 20 thousand events organized by more than 362 thousand artists in 4 venues within the scope of 33 festivals in Istanbul, Ankara, Çanakkale, Diyarbakır and Konya this year, Ersoy said that in 2023, these cities will be in İzmir, Adana, Gaziantep, Trabzon and Erzurum. He added that the events will spread to 10.

Pointing out that with the "Cultural Capital of the Turkic World" practice of TURKSOY, cities gain a cultural brand value, Ersoy said, in this context, the last of the Turkic peoples cultural festival, which they hosted in Eskişehir in 2013 and in Kastamonu in 2018, was held once in Bursa. stated that they have implemented it with more pride.

Explaining that artists, academics and intellectuals from all over the world share cultural interaction and experience, Ersoy concluded his words as follows:

“I am pleased to say that with the cooperation of our local governments and our Ministry and with the participation of you, our esteemed brothers, the Turkish World Capital of Culture project has reached its goal this year as well. Bursa, the city of civilizations and the capital of the Ottoman Empire, will hand over the 'Cultural Capital of the Turkic World' banner, which it deserves, to the city of Shusha, one of the most important centers of Azerbaijani culture and art, in 2023. With its rich history, Shusha is a symbol of the traditions of the Azerbaijani people. This ancient cradle of culture, which was saved from the occupation of the Turkish world, will be resurrected and will amaze the world.

I believe that we strengthened our brotherhood in the field of art with Korkut Ata Turkish World Film Festival, which was held simultaneously with our Permanent Council Meeting this year. Thanks to the festival we organized in memory of Dede Korkut, the wise ancestor of the Turk, who has imprinted the human and cultural values ​​that make up the essence of the Turkish nation for centuries, we present the art of cinema of our common language and heartland to the attention of professionals as well as young generations. We aim to bring together the works that carry the cultural codes of the Turkish world with the audience, to strengthen our common historical, cultural and social values ​​through the art of cinema, and to increase the opportunities for cooperation in the sector. Last year, we signed a joint declaration in the field of cinema with our esteemed friends who attended the festival. We hope to conclude our negotiations as soon as possible for the signing of co-production agreements that will allow us to realize our cooperation with concrete projects in the coming period.”

TURKSOY Secretary General Sultan Raev also wished that the meeting would lead to important decisions that will shape the cultural and artistic life in the Turkish world.

Emphasizing that the organization directly contributes to the development, transfer and promotion of Turkish culture with its 30-year history, Raev said, “TURKSOY is a golden bridge between our peoples. We are working hard to fulfill our responsibility.” he said.

The opening program of the meeting was attended by the Minister of Culture of Azerbaijan Anar Karimov, Minister of Culture, Information, Sports and Youth Policies of Kyrgyzstan Altynbek Maksutov, Minister of Culture of Uzbekistan Ozodbek Nazarbekov, Minister of Culture of Turkmenistan Atageldi Shamuradov, Deputy Prime Minister of the Turkish Republic of Northern Cyprus, Minister of Tourism, Culture, Youth and Environment.
