The High Speed ​​Train project is changing the route between 'Geyve-Sapanca' so that the speed does not decrease.

According to the news of Zaman Newspaper, State Railways is changing the Ankara-Istanbul high speed train project. With the change in the project, which is planned to be raised by the end of 2013, the travel time between Ankara and Istanbul will be shortened by 10 minutes to 3 hours, and the length of the line will decrease from 533 km to 523. A mandatory change is being made in the second phase of the High Speed ​​Train (YHT) project, which will reduce the travel time between Ankara and Istanbul to 3 hours and 10 minutes. In the current project, after the Eskişehir and Pamukova, 33,5 kilometers of 'Geyve-Doğancay-Arifiye-Sapanca' route is followed and even Arifiye is bypassed. Thus, while the line is shortened by 10,5 km, following Geyve, 22 thousand 900 meters of tunnels and viaducts are followed to reach Sapanca.

The reason for the change is that YHT has to reduce its speed by up to 80 km on the 'Geyve-Doğancay-Arifiye-Sapanca' route. TCDD does not want the high speed train to drop to 80 km at this location. He wants to overcome the problem by building a tunnel and viaduct. With the change, travel time between Ankara and Istanbul will be shortened by 10 minutes to 3 hours and the length of the line will decrease from 533 km to 523 km.

TCDD officials went on to tender on February 22,9 for the construction of a 21-kilometer tunnel and viaduct, known as the 'Doğançay Ripajı'. Three consortiums of Turkish and foreign partnerships were offered to the tender. The winning company will deliver the construction in 3 months. TCDD is trying to train Ankara-Istanbul high speed train trains to the end of 21. In order to raise the line of 2013 thousand 2 people to the mentioned date, 62 shifts work 3 hours a day. The second phase of the project, Eskişehir-Istanbul, was tendered on 8 August 2005 as two sections. The Chinese CRCC-CMC-Cengiz İnşaat-İbrahim Çeçen joint venture group won the tender by bidding $ 1,27 billion. However, Yapı Merkezi objected to the 'reduction' method based on the evaluation of financial offers in the tender and applied to the Public Procurement Authority (IRB). The court process started when the JCC accepted the application.

KİK, who found the Yapı Merkezi right, canceled the tender and decided to take corrective action. The joint venture group, which won the tender, applied to the administrative court with a request to cancel the execution of the decision of the JCC and to cancel it. Examining the tender of the İnönü-Vezirhan section of the 2nd stage, the 3rd Administrative Court justified the decision of the TCDD regarding the tender and stopped execution. The 9th Administrative Court, which examined the tender, found the decision of the TCDD unfair and rejected the request to stop the execution. The consortium took the different decision from the two courts to the district administrative court.

The court found the decision of the TCDD regarding the tender on the spot and stopped the execution of the JCC's decision. TCDD signed a contract with the joint venture group in 2006. Meanwhile, the 3rd and 9th Administrative Courts started to discuss the case fundamentally. Courts insisted on previous decisions. During this period, the joint venture group and the JCC applied for the case to be heard at the Council of State. The Council of State put the last point on February 18, 2009 and found TCDD justified.
