In a bold move to revolutionize passenger rail services, Romania and Bulgaria are investing heavily in modernizing their rail fleets with a combined order of 188 state-of-the-art electric multiple units (EMUs). This initiative not only aims to enhance regional connectivity, accessibility, and passenger capacity but also challenges the pace at which new trains can become operational, highlighting the complexities of certification, delivery, and maintenance processes in large-scale railway upgrades.
Romania Leads with Fleet Expansion but Faces Implementation Delays
Romania has ordered a total of 128 EMUs, comprising 37 units from Alstom’s Coradia Stream and 91 from PESA. The strategic choice of diverse manufacturers underscores the country’s goal to diversify technology sources and foster competitive quality standards. Notably, the Coradia Stream trains began commercial operations on November 20, 2024, after completing a rigorous 10,000 km testing process. These trains serve the key routes between Bucharest North and Brașov, reaching speeds of up to 160 km/h and accommodating 351 passengers with full low-floor accessibility and ERTMS Level 2 signaling systems.
In contrast, PESA’s EMUs face delays due to internal certification procedures, despite over 20 units arriving in Romania. Technical and administrative hurdles have slowed down their integration into service, with only 13 units accepted so far. Romanian officials, like Transport Minister Radu Mirușcă, acknowledge that only a subset is fully operational, with 6 units primarily allocated to CFR Călători and the remaining to private operators. This discrepancy highlights how procurement alone doesn’t guarantee swift deployment—certification processes, safety checks, and maintenance scheduling significantly influence rollout timelines.
Operational Hurdles and Maintenance Agreements Key Factors
The main bottleneck for PESA’s EMUs revolves around maintenance responsibilities and service agreements. The Romanian Railway Reform Authority emphasizes ongoing negotiations with PESA to finalize maintenance and servicing contracts. The first batch of RegioPanter trains entered testing in March 2026, and their design benefits from extensive prior testing in Romania, giving Bulgaria a significant advantage in deployment speed.
Each train offers a capacity exceeding 300 passengers, a top speed of 160 km/h, and incorporates ETCS Level 2 technology for enhanced safety and signaling. The total investment for Bulgaria’s fleet exceeds 720 million euros, with Alstom shouldering around 600 million euros of the cost through a long-term maintenance contract spanning 15 years. This strategic partnership aims to streamline operational readiness and minimize delays in introducing these trains into regular service.
Technical and Regulatory Challenges in Certification
Despite Bulgaria’s aggressive timetable, certification remains a critical factor. The Coradia Stream units used in Bulgaria benefit from prior validation during their development and testing phases in Romania, which can significantly shorten certification timeframes. Nevertheless, Bulgaria’s infrastructure must undergo specific upgrades to support these trains, including platform modifications and safety system adjustments, before operational approval.
Furthermore, European Union regulations mandate strict safety and interoperability standards such as ETCS Level 2, necessitating meticulous testing and validation. Countries like Bulgaria and Romania must work closely with European certification bodies to ensure all units meet these standards, a process that can take several months to over a year depending on the complexity and readiness of their infrastructure.

While Romania’s larger fleet order reflects a significant commitment to modernizing its railways, the pace of deployment hinges on how swiftly technical, safety, and maintenance processes reach completion.
