A major milestone has passed for the Chicago Area Environmental and Transportation Efficiency (CREATE) program. Forest Hill Overpass ProjectIt was operationally completed and put into service at full capacity as of November 14. This $380 million public-private partnership, led by CSX, is seen as a critical step in easing congestion and pressure on the region’s rail network, as Chicago is one of the busiest rail hubs in the United States.
Railway Bottleneck Easing
According to the CREATE Program, the new overpass is the 36th of 70 projects planned to be completed and 75th Street Corridor Improvement ProjectIt forms the cornerstone of . The Forest Hill Overpass replaces the spur interchange that previously intersected at the same level and formed one of the region’s busiest bottlenecks. At this critical juncture, CSX, Norfolk Southern Railway, Chicago Belt Railway Co. and commuter rail operator Metra’s SouthWest Service lines intersected.

“The completion of the Forest Hill Overpass represents much more than new infrastructure; it is a powerful step towards greater efficiency, improved network reliability and a better experience for the customers and communities we serve,” CSX President and CEO Steve Angel said in a statement regarding the completion of the project. Angel described the CREATE program as a demonstration of how smart investment and collaboration can create lasting value for the entire transportation system.
Financing of the project was provided by the $120 million federal grant received in 2018. INFRA grantand $260 million in contributions from state, local and private sectors, bringing the total investment to $380 million. This public-private partnership once again demonstrates the importance of cooperation in the implementation of large-scale infrastructure projects.
