Although the U.S. Army proposed ending the program as part of the major transformation initiative it announced in May, it has not yet officially halted the Improved Turbine Engine Program (ITEP). While the Army continues to evaluate various action plans regarding the program’s future, the test program for the engine designed by General Electric (GE) is proceeding successfully.
Engine Testing Continues: MV-75 Performance
The Army had installed the new GE engine—designed to replace all engines on both the UH-60 Black Hawk and AH-64 Apache helicopters—on a Black Hawk helicopter at the Sikorsky facility in West Palm Beach, Florida.
Brigadier General David Phillips, the Army’s aviation program executive officer, announced that the helicopter made its first flight with the new engine in May and has since been tested in advanced flight operations up to 4,000 feet. “The aircraft and engine are performing as advertised,” Phillips said, confirming that the engine has demonstrated its expected technical capabilities.
Phillips noted that the Army is leveraging this successful performance by using existing funds to conduct tests on Black Hawks and in ground test facilities. He indicated that efforts to qualify the engine for the Black Hawk would continue if Congress provides additional funding for the test program in the fiscal year 2026 budget.
The Program’s Uncertain Past and Current Status
The future of the ITEP program, which has cost approximately $1.5 billion, remains uncertain due to the Army Transformation Initiative directive, under which the Army aims to cut funding for certain programs in order to focus on higher priorities.
ITEP began 15 years ago with a competition but has faced various delays, including funding challenges, development strategy issues, a protest by the competing Advanced Turbine Engine Company, and, more recently, supply chain disruptions caused by COVID-19. Although GE announced plans to move quickly when it won the contract, there was subsequently a two-year delay in installing the engine in the Black Hawk.
A key piece of information came from the Army’s decision to integrate the ITEP into two competing prototypes developed for the Future Attack Reconnaissance Aircraft (FARA). However, when the Army decided to cancel the FARA program early last year, it also delayed the production decision for the ITEP engine by three years.
Other Improvements for the Black Hawk and Apache
Phillips added that, in addition to the ITEP, the Army is focusing on other critical improvements for the Black Hawk and Apache. These improvements include a common cockpit architecture, the integration of launch effects, next-generation command and control systems, and sustainability efforts to ensure the aircraft can fly affordably in the future.
In addition, airframe improvement efforts—such as the Apache’s enhanced tail rotor blade program—are ongoing. Phillips emphasized that all these efforts are critical to “enabling the service to operate in the airspace with the best manned and unmanned team solutions it can field” and to keeping the Black Hawk and Apache lethal on the battlefield.
