The decision on the regulation of the meat market was published in the Official Gazette. It was announced that the decision was prepared in order to prevent price fluctuations in the market and to regulate the red meat market for the month of Ramadan.
President of the AKP, Recep Tayyip Erdogan, claimed at the Cabinet Meeting yesterday that "there is a greedy group that raises prices".
PURPOSE AND SCOPE OF THE DECISION
The decision included the following statements:
ARTICLE 1- (1) This decision has been prepared in order to contribute to the sustainability of livestock activities, to protect the breeder and the consumer, to prevent price fluctuations in the market and to regulate the red meat market for the month of Ramadan in 2022 within the scope of public interest.
ARTICLE 2- (1) Pursuant to the second paragraph of Article 5 of the Main Statute of the General Directorate of Meat and Milk Institution (ESK), in order to prevent the balance in red meat prices from deteriorating against the producer and the consumer, between 2/4/2022 and 1/5/2022 ( For the cattle slaughtered and sold by the IHC (including these dates) 2.500 TL/head support payment is made to the breeders in return for the summary to be prepared by the IHC.
(2) The slaughter and sale of cattle is/is done within the framework of the criteria to be determined by the IHC.
(3) The wet signed and approved summary containing the slaughtered animals and the breeder's information is prepared by the IHC and sent to the Ministry of Agriculture and Forestry (Ministry) General Directorate of Livestock (HAYGEM). ESK is responsible for the accuracy of the information contained in the prepared summary.
(4) HAYGEM, by checking the information received from the IHC in terms of the number of slaughtered animals and the amount of support, within the framework of budget possibilities, TC Ziraat Bankası A.Ş. transfers it to the account of the growers via
FINANCE AND PAYMENTS
ARTICLE 3- (1) The resources required for the payments to be made within the scope of this decision shall be provided from the Ministry's agricultural support budget for the year 2022.
(2) Ministry; TC Ziraat Bankası A.Ş. It is authorized to make protocols with the General Directorate and other public institutions and organizations.
(3) Support payments; TC Ziraat Bankası A.Ş. It is made after the Ministry transfers the necessary resource to the Bank, together with its transmission to the General Directorate.
(4) The financing required for the payments is met by allocating it from the relevant expenditure item of the budget. Regarding the implementation of this Decision, TC Ziraat Bankası A.Ş. 0,2% of the amount paid to the General Directorate for its services is paid separately as a commission.
(5) The payment to be made pursuant to this Decision shall be transferred from the agricultural support budget appropriation to the account of the growers in return for the summary to be established by the IHC.
(6) Since the support payments made within the scope of this Decision are in the nature of public resources, they cannot be subject to attachment, execution and assignment transactions before they are transferred to the account of the progress payment owner.

ARTICLE 4- (1) This Decision shall enter into force on the date of its publication to be effective from 2/4/2022.
EXECUTIVE
ARTICLE 5- (1) The provisions of this Decision are executed by the Minister of Agriculture and Forestry.
