The California High Speed Rail Authority (CHSRA) is moving into a new phase with a massive contract covering 119 miles of electrified lines throughout the Central Valley. This request for proposals stands out as one of the largest rail infrastructure procurements currently operating in the United States and is attracting widespread attention. This tender, officially called the Rail and Systems Construction Contract, has a wide scope, from rail works to overhead contact system, from train control to communication and safety certification. The planned work is designed to include Central Valley extensions from Madera to Merced and Bakersfield. As the project continues to progress, increased federal inspections are noteworthy. In the summer of 2025, Transportation Secretary Sean Duffy announced that the Federal Railroad Administration (FRA) was ending nearly $4 billion in federal funding earmarked for the California high-speed rail project. Minister Duffy, “Federal dollars are not a blank check… Due to over a decade of failures, CHSRA’s management and incompetence have demonstrated that it cannot complete the project on time or on budget.”He harshly criticized the management of the institution.
This decision triggered an ongoing national debate over the future of the project. Although it has created more than 16,100 jobs for Central Valley residents so far, concerns about costs and schedule have clouded the project’s progress.
