Born in 1969, Başa graduated from Istanbul University, Faculty of Political Sciences, Department of Public Administration in 1990. She completed the METU School of Foreign Languages ​​English preparatory program in 1992. She took courses on foreign language education and public administration in England between 1993-1994.

Appointed to Tekirdağ Water and Sewerage Administration (TESKİ) General Directorate on March 13, 2015, Dr. Şafak Başa, during her 4,5 years as the General Manager, made great efforts to solve the city's infrastructure problems. During this period, 2.650 km of drinking water, wastewater and rain water investments were made. Tekirdağ gained healthy drinking water, and its wastewater treatment capacity was increased to a record level. As a result of the studies carried out, TESKİ gained an institutional structure in every aspect.
