The free 'Observational Building Evaluation Method', implemented by Bursa Metropolitan Municipality in cooperation with three central district municipalities, universities and related academic chambers, and where citizens can have information about the risk status of the buildings they live in, has started.

While the mobilization started from the first day to heal the wounds of the earthquakes that caused great destruction in 11 provinces in the disaster of the century, the whole of Turkey once again faced the reality of earthquakes, albeit painfully. While feverish work continued in the disaster area, all eyes were turned to risky building stocks in all provinces in the earthquake zone. An important step has been taken by the Metropolitan Municipality in order to determine the risk status of existing buildings in Bursa, which is located in the first degree earthquake zone. With the cooperation protocol signed between Osmangazi Municipality, Yıldırım Municipality and Nilüfer Municipality, Uludağ University, Bursa Technical University, Chamber of Civil Engineers, Chamber of Architects and Chamber of Geological Engineers under the leadership of Bursa Metropolitan Municipality, the 'Observational Building Assessment Method' was put into use to determine the risk situations of buildings. Building owners can apply

The application will first cover the buildings within the boundaries of Osmangazi, Yıldırım and Nilüfer districts. In the observational method, which takes into account the building characteristics and earthquake hazard, no samples will be taken from the buildings during the examination. This method, which will be used to determine the regional risk situation, will not be considered as a risk assessment in a single building.

The application can be made by the owner (owner/owners) of the building or the site management, provided that the decision of the apartment board of directors is taken, and it will be sufficient for a single owner of the building to apply. In the study that will be offered free of charge; Licensed reinforced concrete and masonry buildings up to 3 floors before 2004, located in the 15 central districts with the highest population (Osmangazi, Nilüfer, Yıldırım), will be within the scope of priority. In the later stages of the study, buildings in all districts will be evaluated. After the examination of the structures before 2004 is completed, studies on the structures after 2004 can be started.

Comprehensive assessment

The technical teams formed; structural system type, number of free floors, building visual quality, soft floor/weak floor, vertical irregularity, heavy overhangs, irregularity in plan, short column effect, building order, floor level with adjacent buildings, natural ground slope and ground class parameters. The examination will be carried out with an observational method that takes into account the building characteristics and earthquake hazard and no samples will be taken from the buildings during the examination. As a result of the study, the priority status of the evaluated building within the building inventory throughout the province will be notified to the requestor according to the risk comparison.
