Within the scope of the studies carried out by the Ministry of Environment, Urbanization and Climate Change, 11 residences will be built in accordance with the local architecture in cities and villages in 272 provinces affected by the Kahramanmaraş-centered earthquake. It is aimed to complete the tender for 2023 thousand 14 houses and start construction by the end of February 500 for the reconstruction and construction of the cities damaged in the earthquake. In this context, in the districts of Nurdağı and İslahiye, which were heavily damaged by the earthquake in Gaziantep, the first excavation was made by the Housing Development Administration (TOKİ) for our 855 houses in the first place. Disaster houses to be built in the earthquake zone will be designed in accordance with the needs of the city. The buildings will be built horizontally and in accordance with local architecture, not exceeding the ground plus 3-4 floors. In the new houses to be built, the shops will not be located under the buildings. The Ministry of Environment, Urbanization and Climate Change started the construction of new residences and workplaces as soon as possible after natural disasters such as earthquake, flood and fire. New residences and workplaces of citizens affected by disasters are delivered in less than a year, and rent and relocation support are provided to citizens during this construction process.

After the earthquakes that occurred in Kahramanmaraş on February 6, 2023 and directly affected approximately 11 million people in 14 provinces, the Ministry of Environment, Urbanization and Climate Change took action together with the relevant institutions and organizations.

“New settlement model process from plains to mountains”

In order to return life to normal in the earthquake area as soon as possible, damage assessment studies are carried out without interruption. Minister Murat Kurum made aerial and land surveys of the earthquake-affected areas in order to identify new settlements with the aim of prioritizing settlement from the plains to the mountains.

In the coordination meetings held to determine the settlement model from the plains to the mountains in the “disaster of the century” for the disaster victims, the cultural, demographic, sociological and geographical sensitivities of the new cities were taken into account by first meeting with local administrators and NGOs in 11 provinces.

Then, the Turkey Active Fault Line report was examined with the MTA, settlements far from the fault lines were determined, and new settlements were consulted according to the fault lines and soil liquefaction by meeting with scientists. Soil survey, geological survey and micro-zoning studies have started to be carried out in order to ensure that the places where ground survey studies are determined in the field are suitable for housing construction. In these studies, the ground water level is low and solid ground determinations are made. In the process, master plans covering the needs of the city started to be prepared after the negotiations with all segments.
