The European Union (EU) Commission announced that it has launched a new initiative titled “Defense Readiness Roadmap 2030” with the aim of significantly enhancing the continent’s defense capabilities and achieving self-sufficiency by 2030. Unveiled on Thursday, October 16, this roadmap serves as a response to the geopolitical risks created by the war in Ukraine and calls from the U.S. for the EU to contribute more to its own security.
At a press conference regarding the initiative, Kaja Kallas, the EU High Representative for Foreign Affairs and Security Policy; Andrius Kubilius, European Commissioner for Defense and Space; and Henna Virkkunen, Commissioner for Technological Sovereignty, Security, and Democracy, stated that the need to strengthen defenses against Russia is clear. Kallas said, “Even when the war in Ukraine ends, the threat will not disappear. It is clear that we must strengthen our defenses against Russia.”
Four Key Projects
The four key projects proposed by the European Commission, aimed at strengthening the continent’s defense architecture, are as follows:
- European Drone Defense Initiative: This system, designed to protect the continent against drone threats, is scheduled to be fully operational by the end of 2027. It was emphasized that investment is necessary for this “Drone Wall,” which will be developed in close cooperation with NATO, as all member countries are at risk.
- Eastern Flank Watch: This initiative, which will bring together all the capabilities necessary to defend Europe’s eastern border, is slated to be operational by 2028.
- European Air Shield: A project aimed at enhancing the continent’s air defense capabilities.
- European Space Shield: A project focused on threats in space and the protection of space-based assets.
Joint Procurement and Ukraine Alliance Goals
Noting that member countries must act in unison for the initiative to succeed, Kaja Kallas stated that one of the major hurdles to overcome is the issue of joint procurement. Kallas explained that they aim for @ of defense spending to be carried out through joint procurement by 2027.
Meanwhile, the roadmap also includes security guarantees for Ukraine. Kallas emphasized that Ukraine remains Europe’s first line of defense, noting that the strongest security guarantee lies in “a strong Ukraine, a strong defense industry, and a strong Ukrainian Army.” In this context, the EU also aims to establish a “drone alliance” with Ukraine by 2027.
These new EU defense policy proposals demonstrate Europe’s determination to ensure its own security and enhance its military capabilities in the face of geopolitical uncertainties.
