The moves and investments made in education in the last two decades have allowed enrollment rates to reach record levels. In all these processes, conditional aid, especially within the scope of social support for girls, attempts at democratization in education, the abolition of antidemocratic practices such as the headscarf ban and the coefficient brought the schooling rates of girls to record levels.

Making an assessment on the subject, Minister of National Education Mahmut Özer emphasized that the most permanent and sustainable resource of a country is human capital and said: “The most important instrument in increasing the quality of human capital is education. Therefore, all countries undertake very important projects related to schooling the entire education age population in order to compete with other countries.

Enrollment rates in all education levels exceeded 90 percent

When we look at Turkey, we see that the enrollment rates, especially in pre-school, secondary and higher education, were below 2000 percent in the early 50s. In the last two decades, our education system has witnessed a huge transformation with the education policies implemented to support the participation of families with disadvantaged socioeconomic levels in education in order to increase schooling rates on the one hand, and to mobilize schools and classrooms in all provinces and districts on the other. Providing information on the schooling rates in the 2000s, Minister Özer said, “For example, the schooling rate for five-year-olds was 11 percent, but today it has reached 95 percent. For example, as of today, the enrollment rate in primary schools has reached 99,63 percent, while the enrollment rates in secondary schools have reached 99,44 percent.
