IMM Secretary General, IMM Deputy Secretary Generals, IMM council members, Bosphorus Zoning Directorate and IMM Real Estate Management Department teams were not allowed to Fehime Sultan and Hatice Sultan mansions in Ortaköy. THY security officers, who were working unlawfully in the mansions owned by IMM, prevented the IMM delegation. After the delegation, which included the Bogazici Reconstruction Branch Manager, who has the authority to inspect the mansions, and the head of the real estate management department of the IMM, who owns the mansions, the incidents were recorded when the delegation was not admitted. The IMM delegation took the report to the Beşiktaş District Police Department and asked for action. The police department did not accept the report. The IMM delegation went to the prosecutor's office and filed a criminal complaint. IMM Assembly Group Deputy Chairman Doğan Subaşı and IMM Assembly Member Ülkü Sakalar supported the IMM delegation.

The security guards did not let the delegation in, citing the decision of the Beşiktaş District Governor's Office. IMM officials kept a report against the situation.

The delegation, which left in front of the mansions, went to the Beşiktaş District Police Department to file a criminal complaint against the failure to grant the inspection permit. The police officer in charge of the delegation, who wanted to file a criminal complaint here, replied, 'We cannot accept the report without the permission of the District Governor'. Against the unlawfulness, he went to the Istanbul Palace of Justice and filed a criminal complaint with the prosecutor's office.

Making a statement after the criminal complaint, IMM Assembly Member Atty. Ülkü Sakalar said, “We went there as the Bosphorus Zoning Directorate and IMM, which are the authorized institutions, to inspect the illegal transactions in the mansions. We said that we wanted to use our supervisory authority, that we wanted to use the right that the law gave us. But private security guards who said they were the company's officials did not let them in. They prevented the public official, or more precisely, the public servants from performing their duties. They even said that the district governor gave instructions without any legal justification. This was really sad. Riot police came, which is very sad again. Even though they knew that the public officials of IMM came to do their duties, we were faced with a situation that defended the private company, not the public official of the IMM. Hence we made. We recorded the lawlessness. We read it to them to sign as well. But they took care in the name of the signature. We wanted to report this situation to Beşiktaş District Police Department, which is the closest district police department, and file a criminal complaint. What happened there was more interesting. Beşiktaş District Police Department, which we went to to file a criminal complaint, did not accept our criminal complaint petition. We filed a criminal complaint with the Istanbul Public Prosecutor's Office. However, the police officers of the Beşiktaş District Police Department said, very, very sadly, that they could not receive the IMM's criminal complaint petition without the instruction of the Governor's Office and without the instruction of the Governor's Office.
