The Metropolitan Municipality, which prepared the 'Bursa Greenhouse Gas Inventory and Climate Change Action Plan' in 2015 in order to determine the greenhouse gas emission sources of Bursa and to create reduction measures in order to contribute to the efforts to combat climate change on a national and international scale, in 2016 the European Mayors' Convention (Covenant of Mayor) committed to reducing greenhouse gas emissions by 2030 percent per capita by 40. Thanks to the Metropolitan Municipality, which prepared the 'Bursa Sustainable Energy and Climate Change Adaptation Plan' in 2017 in order to revise the 'Greenhouse Gas Inventory and Climate Change Action Plan' according to the criteria of the European Agreement of Mayors, Bursa is the first to develop reduction and adaptation strategies by calculating the greenhouse gas inventory on a national scale. became a city.

The Metropolitan Municipality applied to the '2030 Climate Neutral and Smart City Mission Statement of Intent Call', published by the European Commission, with the aim of supporting the transformation of 100 cities into climate neutral ecosystems and smart cities by 100 and that these cities set an example for the transformation of other European cities. The application of the Metropolitan Municipality, which aims to be among the 100 climate-neutral cities to be selected by the call, was among 35 applications from 325 countries that passed the first stage and deserved to be evaluated. Bursa Metropolitan Municipality made an application from Turkey and became one of 15 municipalities, 1 of which were metropolitan, 6 province and 22 districts, which passed the first stage. The winning mission cities will be announced in April.

In addition to accessing EU funds under favorable terms, the Cities Mission will help cities develop an investment plan as part of the contracting process and access wider financing, in particular through the Investment EU Programme, the European Investment Bank, private banks and other capital markets.
