Expanding Harlem’s Transit Infrastructure with a New Tunnel

Projected Costs and Construction Milestones
The preliminary feasibility estimates project that the initial tunnel construction will cost approximately $1.1 billion, with a total estimated cost of $7.7 billion for a three-station line. About 800 million dollars cover the tunnel work, while 300 million dollars are set aside for land acquisition, rolling stock, and unanticipated expenses. These figures indicate that tunnel excavation accounts for roughly 14% of the total project budget.

This phased strategy allows the tunnel to be operational independently, providing immediate transit benefits while the larger project progresses.
The chosen construction method involves two parallel tunnel tubes starting from the southern end near the Second Avenue Subway Extension and extending under 125th Street, reaching the vicinity of 131st and 138th streets near Henry Hudson Parkway. This alignment ensures minimal disruption while establishing vital new rapid transit corridors in Harlem.
Impact on Harlem and Surrounding Communities
This project aims to significantly improve access between Harlem and central Manhattan, creating a direct link with existing subway lines such as the 2, 3, A, B, C, D, and 1 trains. It aims to serve over 160,000 daily riders once fully operational, based on current traffic projections. As a result, commute times will decrease, especially for those relying on bus routes, which currently dominate the area’s transit landscape.
