Governor Şıldak, who instructed the relevant units to "provide all kinds of information to the citizens and follow up the applications immediately" in the coordination meetings he organized, shared details about the On-Site Transformation Project.

In the statement made by Governor Şıldak, it was stated that citizens can apply for grants and loans for residences and workplaces that received moderate or more damage in the earthquake that took place on February 6, 2023, and thus they can receive a grant for one residence and one workplace and a loan for a maximum of three residences and/or workplaces. reported.

In the statement, it was noted that applications for legal and real persons can be made from the Provincial Directorates of Environment, Urbanization and Climate Change and the Liaison Offices in the province via the e-Government portal, and the following statements were made:

“A zoning status certificate (zoning diameter) is obtained for the license by applying to the district municipality. It is agreed with the building contractor who obtains an authorization certificate from our Ministry, provided that an absolute majority (51 percent) is obtained among the owners. Two-storey buildings up to 500 square meters in the city center and up to 250 square meters in rural neighborhoods can be purchased by citizens. Contracting may be undertaken. Temporary contracting certificate is obtained from the Provincial Directorates of Environment, Urbanization and Climate Change. It will be made to the administration authorized to issue licenses.

For the license; Soil Investigation Report, Application Sketch and Application Project will be submitted to the relevant administration. A building permit, a memorandum of agreement between the owners or a contract with the contractor are prepared. Subsequently, a grant and loan application is made to the Directorate of Environment and Urbanization with these documents. Loan and grant applications can be made within 1 year from the license date.

Upon grant approval and/or loan agreement signing, 10 percent grant, loan amount and 40 thousand TL project support for each independent section will be transferred to the Contractor's account for the licensed building. It will be transferred to the contractor's account in 30 installments, depending on the work progress level, at the sub-basement level (60 percent), at the completion of the carrier system (100 percent) and at the completion stages of the construction (3 percent).

Upon completion of the building, the house or workplace will be delivered to the owners by the contractor according to the distribution in the contract. Repayment will be made interest-free, with a maximum maturity of 2 years (in total), with a grace period of 10 years, starting from the date the owners sign the loan agreement. Payments can be made every year until the last day of the month in which the contract is signed.”
