2 Million Applications for Cimer's Emergency Application

Presidential Communications Director Fahrettin Altun said, “We attach great importance to CİMER being equipped with the most up-to-date technological opportunities and becoming widespread as a powerful tool to meet the demands of our citizens in the age of communication. “We are making CİMER more efficient, more effective and more performant with artificial intelligence studies.” he said.

The number of applications to CİMER, which aims to facilitate the use of citizens' petition and information rights and to spread the participatory management approach to all segments of society, increased by 2023 percent in 23, reaching 7 million 650 thousand.

While 98 percent of the applications to CİMER, which mediates the rapid and easy delivery of requests, complaints, information, opinions and suggestions, "Join the Management", "Share the Dream of the Turkey Century" and thanks to the management electronically, 2 percent of the applications are made over the internet. Applications were made by mail and in person.

While 85 percent of the applications made over the internet were made via mobile phones and tablets, it was noteworthy that applications to CİMER were also made via smart televisions for the first time last year.

In 2023, 253 thousand applications of thanks, opinions and suggestions were made to CİMER, where citizens convey not only their complaints and demands, but also their thoughts, opinions and suggestions on all matters.

2 MILLION CITIZENS APPLIED FOR THE EARTHQUAKE EMERGENCY APPLICATION

100 thousand applications were received for the "Share Your Dream of the Turkey Century" platform, which was put into service to receive public opinions and ideas about the 39th anniversary of the Republic, which was celebrated throughout the country and with various events throughout the year.

Following the Kahramanmaraş-centered earthquakes that occurred on February 6 last year, 3 million citizens applied to the "CİMER Call Center" in the first 2 months with the "CİMER Earthquake Emergency" application, which was put into service on the same day.

These applications were shared with public institution officials in the earthquake region and a solution was tried to be found in order to meet the urgent needs of the citizens as soon as possible.

EARTHQUAKES WERE DIRECTLY REFLECTED ON THE STATISTICAL DATA IN CİMER

The provinces with the most applications in proportion to population were Malatya, Hatay, Adıyaman, Kahramanmaraş, Gaziantep, Yalova, İzmir, Muğla, Ankara and Istanbul, respectively.

A total of 2 bulletins, reports and publications were prepared in 2023 in order to guide decision makers by accurately analyzing the applications read by at least 238 public personnel.

Within the scope of the "Barrier-Free CİMER" application, which was implemented for visually, hearing and speech impaired people in 2022, 2 thousand 840 people applied to CİMER.

2023 percent of the citizens who applied to CİMER in 47,3 were university graduates and 32,4 percent were high school graduates.

In order to increase the accuracy of applications made to CİMER and the security of citizens, "double factor verification" obligation was introduced at the application stage.
