In the circular, it is pointed out that the new academic year will start on Monday, September 11, 2023, without any interruption in the schools and institutions affiliated to the Ministry, and it is stated that the necessary measures will be taken by the provincial and district national education directorates for the activities within the scope of the 100th anniversary celebrations of the Republic and that the planned studies will be implemented in a timely manner. emphasis was placed.

According to the circular in which the measures are stated, the clothes determined in advance by the decision of the school-parent unions will be preferred and no changes will be made except in cases of necessity, in order not to create a financial burden on the parents.

Professional work of teachers will begin on Monday, September 04, 2023. However, the teachers who started to work with the first assignment will be in their schools on September 1, 2023.

Measures will be taken to prevent students from using mobile phones in school and in classrooms to disrupt their lessons and not to enter the classrooms with such devices, situations that may cause them to spend time in digital environments outside of school and the use of social media applications for homework or similar information will be avoided.

Preparations for teachers and students in the earthquake area

The measures taken by the governorships for the accommodation of teachers working in the provinces in the earthquake zone will be completed before the academic year.

Managers, teachers, civil servants and other personnel working in these regions and currently residing in tent cities, container cities, various hostels and guesthouses in Adıyaman, Hatay, Kahramanmaraş and Malatya and Gaziantep's İslahiye and Nurdağı districts to ensure that education services are not disrupted. Access to the schools and institutions where he works will be possible through transportation.

The program prepared by the Ministry in order to eliminate the learning losses for the second term of the 2022-2023 academic year in public and private schools in the provinces in the disaster area will be implemented together with education and training activities between 11 September and 6 October 2023.

High level of precaution for access to education in the earthquake zone

In order to ensure a high level of access to education throughout the country, students studying at secondary education level in provinces in the disaster area will continue to be placed in schools across the country in the 2023-2024 academic year.

All measures regarding the transfer of students studying in these provinces who have problems in accessing education to the schools where they are registered will be taken immediately.

In order not to experience victimization in the 2023-2024 academic year due to the absence of vacant quotas in special education schools and special education classes, the inability to open new special education classes, and similar situations, students who came by transfer after the earthquake and need special education will be provided with access to education regardless of their class sizes.

Necessary measures will be taken in accessing education through transportation, and it will be ensured that students within this scope eat their lunch in appropriate, healthy and clean environments.

School buildings belonging to or assigned to the Ministry will not be used for purposes other than education and training, and in case of use, action will be taken within the knowledge and approval of the Ministry.

For students with special education needs who continue their education through full-time inclusion/integration in preschool, primary and secondary education schools, the school administration and the school guidance service will take the necessary measures regarding the access of students to education and their adaptation to school. Guidance and adaptation studies will be carried out

Practices that would harm the principle of equal opportunity in education in public schools will be avoided by citing school enrollments, teacher selection, technological and physical facilities and similar issues.

First of all, children aged 5 years will be registered in pre-school education institutions. Integration training will be held on September 1-9, 4 for students who will start pre-school education, first grade in primary school, and 8th grade in vocational and technical Anatolian high schools; Guidance and adaptation studies for the 2023th grades of secondary schools and imam hatip secondary schools, and the preparatory and 5th grades of secondary education institutions will be carried out on September 9-11.

It will be ensured that the status of the students who receive education at home or in the hospital will be fully processed into the e-School Management Information System and the necessary planning for education services will be made.

It will be ensured that the course materials, textbooks and auxiliary resources distributed to teachers and students by the Ministry are delivered to schools and institutions on time. Clean and orderly use of books will be encouraged, and measures will be taken to deliver books to schools at the end of the year as part of the zero waste project.

Necessary measures will be taken to improve and enrich the educational environments in schools and to use textbooks and teaching materials efficiently; it will be ensured that students benefit from their teachers at the maximum level in order to better grow them academically, professionally and socially. In a way to include all elements of education in information about students and schools; attention will be paid to include science, culture, art, sports and social responsibility programs.

The social activities board will be established at the beginning of the year in order to plan and coordinate the social activities at the branch teachers' board meeting. Social activities of students within the scope of social responsibility program and community service activities will be recorded in the Social Activity Module within the e-school system.

Active use of the Education Information Network (EBA), the digital education platform of the Ministry, will be ensured in the education and training processes for the effective use of information technologies in education programs, the provision and management of educational e-content. In this context, students will be helped to access textbooks and electronic educational content on the EBA platform and necessary guidance will be provided.

As a precaution against obesity and digital addiction, improvements will be made in school gardens and annexes in order to enable students to improve their social aspects and to better evaluate their time in school by playing in harmony with their friends in natural environments. In this context, playgrounds will be arranged and will support the social development of students in terms of physical and mental health, face-to-face games will be encouraged, especially in school gardens, which are nourished by our tradition and culture, and necessary guidance will be provided.

In-school and out-of-school studies will be carried out in order to discover and develop the interests and abilities of students in science, culture, art and sports, and to educate them in a versatile way by internalizing spiritual, moral and human values ​​with volunteering and social responsibility programs, and in this context, original projects will be established by establishing contacts with institutions that can be supported. and activities will take place.

The "My School is Clean" certification program will be implemented throughout the year by making plans in accordance with the "Development of Hygiene Conditions in Educational Institutions, Infection Prevention and Control Guide" prepared in cooperation with the Ministry of National Education and the Turkish Standards Institute (TSE).

Teachers will be encouraged to choose to wear aprons in terms of professional representation and role modeling for students. Measures regarding guidance, coordination and planning will be taken in order to help newly recruited teachers to meet their needs, which may arise in terms of accommodation, place of duty and the execution of the profession.

Plans will be made by the schools in order to ensure that the parents' school visits and their meetings with the teachers are more qualified, regular and healthy. Considering that it is not pedagogically correct for parents to be in the school outside of meetings and meetings, necessary measures will be taken.

In-school and out-of-school activities will be planned for students to understand the relationship between people, cities, culture and civilization, to get to know their own city closely, to learn about its possibilities and features, to explore it in the context of space and time relationship, to know and protect the intangible and tangible cultural heritage and values ​​of the city. In this context, new works, developments in science, culture, industry and technology will be introduced in line with the future vision of the country from the perspective of the Century of Turkey, museums and ruins, historical artifacts and mosques, castles, martyrdoms, libraries, science centers, universities and the history and history of similar cities. cultural sites will be visited.

Studies will be carried out for healthy nutrition

In basic education institutions, cultural and physical exercises will be done for a short time before going to the classes, if possible, so that the students start the day vigorously, cheerfully, and acquire habits for a healthy life. In order to develop healthy eating habits and encourage physical activities, studies will be carried out within the scope of the "I Eat Healthy at My School Programme".

Along with the necessary protective and preventive measures to create a healthy and safe educational environment in schools, security measures will be taken within the scope of the relevant circular of the Ministry in order to ensure that parents send their children to schools with peace of mind.

The monitoring and coordination commissions established in accordance with the Ministry's circular dated 25.05.2015 and numbered 5361317 regarding the places providing unauthorized education and accommodation services will continue to work, and actions will be taken within the framework of the relevant circular of the Ministry regarding the places operating in this context.

The controls on fire safety, electrical installation safety, heating system security, water and gas installation safety of private dormitories and hostels that provide private student accommodation services will be carried out within the scope of Article 10 of the Secondary and Secondary Education Institutions Private Housing Services Regulation and the results will be entered into the system.

Necessary controls will be made on-site by provincial/district national education directorates in order to make schools ready and suitable for education; It will be ensured that the ongoing maintenance, repair and cleaning works are completed immediately.
