The Regulation on the Inspection Board of the Ministry of National Education, which regulates the conduct of monitoring and evaluation studies with guidance and supervision, to ensure institutional and individual development by establishing a quality assurance system in the Turkish education system has been published.

The Regulation published in today's Official Gazette covers the organization and duties of the Inspection Board, as well as the working procedures and principles; duties, authorities and responsibilities of the president, vice presidents, inspectors and assistant inspectors and office personnel; It covers the obligations of the inspected, the entry to the profession of assistant inspectors, their training, proficiency exams, appointments, appointment as inspector and chief inspector, and the procedures for their assignment in work centers.

It will be aimed to ensure individual and institutional development in the guidance and audits to be carried out with scientific methods and techniques in line with the requirements of the age, with emphasis on guidance, which will also take into account the self-evaluation of the institutions. Accordingly, institutions will be constantly monitored and evaluated. Evaluation data will be analyzed and reported periodically or when requested, and will be presented to the relevant units in order to contribute to policy development. Necessary guidance support will be given to institutions in order to ensure continuous improvement and development within the scope of the quality assurance system.

A sufficient number of vice presidents will be appointed to the Board of Inspectors.

A sufficient number of vice presidents will be appointed among the inspectors assigned to the board to assist the president in the execution of his duties. Ministry assistant inspectors will be recruited from graduates of teaching fields, law, political sciences, economics and administrative sciences, economics and business faculties that provide 4-year undergraduate education. The competitive exam to be held for the assistant inspector of the Ministry will consist of only an oral exam for the candidates who will be appointed according to the written and oral or KPSS results.

Those who have been teaching for 8 years by obtaining the title of teacher, and those who have at least 4 years of undergraduate education in the competition exam, faculties of law, political sciences, economics and administrative sciences, economics and business administration or those whose equivalence are accepted by the Higher Education Council (YÖK) Graduates of higher education institutions can participate. Those who are successful in the competition exam will be appointed as assistant inspectors according to their score. Ministry assistant inspectors will be subjected to a 3-year training program accompanied by on-the-job inspectors, and those whose thesis they have prepared during this period are accepted will be appointed as Ministry inspector if they pass the proficiency exam at the end of 3 years. Inspectors who have served at least 10 years in the inspectorship profession, including assistant inspectors, who are superior in terms of their professional qualifications, and who are found to be constructive and harmonious in their attitudes and behaviors in business relations and cooperation, may be appointed to the chief inspectorship, taking into account their seniority, success and staff status.

Studies will be carried out through the e-Inspection module.

Guidance and supervision, monitoring and evaluation, examination, investigation and preliminary examination data and other data management carried out in the Ministry organization will be done through the e-Inspection module. Although it is essential that examinations and investigations are carried out on-site, in cases where the subject of investigation and investigation originates from abroad or shows urgency, inspectors and assistant inspectors may perform the examination and investigation duties assigned to them by teleconference, online meeting, information systems and all kinds of electronic information, within the knowledge of the Presidency, in line with technological developments. - will be able to do it by going to the center or to the place by using communication tools and equipment.

Coordination of the work of education inspectors and ensuring the integrity in the execution of guidance and supervision services will be provided by the Board of Inspectors. Thanks to the MoNE Inspection Board Regulation and the Education Inspectors Regulation, which are arranged in harmony with each other, the coordination and supervision of the studies of the education inspectors working in the provinces will be ensured and the guidance and supervision services will be carried out more effectively throughout the country in line with the plans and programs.
