China Requests WTO To Oversee Chip Export Restrictions

The World Trade Organization (WTO) Commodity Trade Council held a meeting between 3-4 April. China expressed its concerns at the meeting about the “agreement between the US, Japan and the Netherlands on chip export restrictions”.

The Chinese representative pointed out that there was no official information about the agreement, which was widely covered in the media. China was requested to provide information on whether there is an agreement from the 3 WTO member countries. It was also asked whether the agreement, if any, should be notified to the WTO members and reviewed by the members.

The Chinese representative pointed out that the relevant members may have clearly understood that the agreement violated WTO rules, and therefore tried not to stand out regarding the content of the agreement.

Stating that the agreement in question violates the WTO's principle of openness and transparency and undermines the authority and effectiveness of WTO rules, the Chinese representative stated that they require the USA, Japan and the Netherlands to notify the WTO of the agreement and subsequent measures. The Chinese representative also noted that they urged the WTO to strengthen its oversight of these measures.
