New Arrangement for Earthquake Resistant Buildings in Izmir

Izmir Metropolitan Municipality is preparing to implement three important regulations for the creation of earthquake resistant and safe structures. The issues of seismic isolator in new buildings, the necessity of constructing at least one basement floor in buildings with 5 floors and above, and not giving a building permit without the approval of the Investigation Board will be submitted to the approval of the council members at the Izmir Metropolitan Municipality Council meeting to be held on Monday, March 13.

Izmir Metropolitan Municipality continues its works for the resilient city Izmir. The Metropolitan Municipality, which discussed building permitting works and procedures in the current legislation for the creation of earthquake-resistant structures and the protection of the safety of life and property of the people, prepared a proposal to be submitted to the Izmir Metropolitan Municipality Council to take additional measures for the creation of safe and earthquake-resistant structures.

It will be discussed in the relevant committees first.

Three items to be added to the agenda as a presidential motion will first be referred to the relevant commissions. The first of the items covers high-rise buildings built in risky places in terms of ground. According to this, at least one basement floor is required in structures that will be built on soils containing loose sand, gravel or soft-solid clay layers or on soils with a high risk of liquefaction. Again, according to the zoning plan, at least one basement floor will be required for buildings with 5 or more floors.

Seismic isolator requirement

Another article to be submitted to the Izmir Metropolitan Municipality Council will be about the use of seismic isolators. Hospitals, dispensaries, health centers, fire brigade buildings and facilities, PTT and other communication facilities, transportation stations, terminals, power generation and distribution facilities, province, district governorship and municipality administration buildings, first aid and disaster planning Seismic isolators will be used in stations, schools, other educational buildings and facilities, dormitories, dormitories and museums. Seismic isolator, which reduces the destructive effect of the earthquake by separating the superstructure from the ground and protecting the building from the severity of the earthquake, will also be required to be used in detached structures with 3 floors and above or with a building height exceeding 10,5 meters. The buildings, whose tender was made or built by the public before the decision of the Assembly, will be exempt from the decision. In these structures, it will not be required to construct a rigid basement floor, which includes the part of a building that is lower than the road level.

Preliminary approval will be obtained from the Review Board.

An important item will also be brought to the agenda regarding the design, construction and inspection phases of high-rise buildings in a healthy and safe manner throughout the city. Accordingly, the projects prepared for buildings with a total number of floors exceeding 13 (excluding 13 floors), including basement floors, must obtain preliminary approval from the review board to be formed by the relevant units of the Izmir Metropolitan Municipality, the relevant professional chambers and the relevant district municipality representatives.

No building permit or occupancy permit will be issued without the preliminary approval of the Inspection Board. The working procedures and principles of the Review Board and the evaluation criteria for tall buildings will be determined separately. These three articles will enter into force after they are passed by the parliament.
