Amendment to the Regulation on Demolition of Buildings

The “Regulation Amending the Regulation on Demolition of Buildings” prepared by the Ministry of Environment, Urbanization and Climate Change was published in the Official Gazette dated 21 December 2022 and entered into force. Accordingly, the transition process principles regarding which systems can be used to suppress the dust generated during the demolition of the building were determined. Dust suppression systems with appropriate test reports obtained from accredited institutions will be used in building demolition operations until the end of 2023. Thus, until certified dust suppression systems become widespread, possible problems in equipment price and supply will be prevented, and environmental measures to be taken against dust generated in demolition processes will be carried out without interruption.

The amendment made in the Regulation on the Demolition of Buildings entered into force by being published in the Official Gazette dated 21 December 2022. With the amendment made, the principles regarding which systems can be used to suppress the dust that occurs during the demolition of the building were determined.

In the statement made by the Ministry of Environment, Urbanization and Climate Change, it was stated that in the Regulation on the Demolition of Buildings, which entered into force on July 1, 2022, the use of TSE certified dust suppression systems in demolition works is obligatory and the transition process implementation principles are determined in line with the demands of the sector.

In the statement, it was stated that due to the demands from the industry, the dust suppression systems produced and certified locally have not become widespread enough to serve with 81 cities, and because the testing and certification processes of the equipment at TSE take a certain time, an alternative arrangement has arisen for the problems experienced in the market supply.

In the statement of the Ministry, which stated that a transitional article was added to the Regulation on the Demolition of Buildings, the following information was included:

“Dust suppression systems that comply with European standards or other internationally accepted standards or that have a suitable test report obtained from an accredited institution according to the TS 13883 Standard have been enabled to be used in building demolition processes until the end of the next 2023. Thus, until certified dust suppression systems become widespread, possible problems in equipment prices and supply will be prevented, and environmental measures to be taken against dust generated in demolition processes will be carried out without interruption.
