A new project is being carried out by the General Directorate of National Real Estate, affiliated to the Ministry, in order to spread environmentally friendly energy sources within the scope of combating climate change. Accordingly, unlicensed electricity generation will be possible with renewable energy sources, especially solar and wind energy, on treasury properties that are not suitable for agricultural production and are idle.

The tenders for the easement and usage permits to be established for the purpose of unlicensed electricity generation on the Treasury immovables will be determined by auctioning one percent of the current value of the immovable in accordance with the State Tender Law No. 2886.

With the approval of the easement right or occupancy permit tenders for the treasury immovables, the investors will be given a one-year preliminary permission for transactions such as preparation of zoning plans, approval of implementation projects, and connection agreement. In case the obligations are fulfilled, an independent and non-permanent easement or use permit will be granted for up to 29 years.

Within the scope of the project, in January 2023, 41 million square meters of real estate in 160 provinces suitable for unlicensed electricity generation based on renewable energy sources were announced and published at milliemlak.gov.tr. In the second stage, 140 million square meters of treasury real estate was announced as of April. Thus, approximately 20 thousand megawatts of unlicensed electricity will be produced.
