The Ministry of Environment, Urbanization and Climate Change made changes to the "Regulation on the Qualification of Authors Who Will Be Responsible for Plan Preparation". With the change, a 'Digital Competence Certificate' with a QR code will be issued to plan authors in order to ensure quality, safe construction and to prevent unauthorized development plans. Minister Özhaseki said, "With the change made in the regulation, plan authors who will be responsible for the construction of the zoning plan will now be able to carry out their work by obtaining documents in the digital environment." said.

The amendment made by the Ministry to the "Regulation on the Qualification of Authors to Be Responsible for Plan Preparation" came into force after being published in today's issue of the Official Gazette. With the change, instead of a printed plan making qualification certificate, zoning plan authors will be given a 'Digital Document' with a QR code, the accuracy and validity of which will be confirmed through the 'e-Plan Automation System', an electronic environment created by the Ministry.

Regarding the Plan Making Qualification Certificate, which is issued to determine and record the qualifications of plan authors and to prevent unauthorized plan making in order to ensure quality and safe construction; While the work is being completed in line with the goal of reducing bureaucracy and digital Turkey, the accuracy and validity of the document can be confirmed with a QR code. Minister of Environment, Urbanization and Climate Change Mehmet Özhaseki stated that the plan authors who will be responsible for the construction of the zoning plan can carry out their work with digital documents.

BUREAUCRACY WILL DECREASE

With the amendment made, the plan making qualification certificate group requirement will not be required for changes in parcel scale that do not increase density and do not foresee a change in land use, as well as changes aimed at correcting material errors in zoning plans. Along with the published regulation, the qualification certificate to be given to plan authors; It was converted into a 'Digital Document' with a QR code that was produced via the e-Plan Automation System and whose accuracy can be verified, showing the validity certificate in which group the author can undertake planning works, as well as information such as the author's TR ID number, name and surname, and the sector he works in.
