The 48th Term Board of the Chamber of Electrical Engineers (EMO) made a statement evaluating the energy efficiency and savings proposals of the Ministry of Energy and Natural Resources. In the statement, which stated that it is "seriousness" to predict that "efficiency" will be achieved by calling for a "quick shower in 4 minutes" to the citizens, "If the Ministry of Energy and Natural Resources had foreseen a serious transformation based on "efficiency" in the field of energy, it would be necessary to reverse the privatization and marketization process that causes waste of resources in the field. He was preparing for it.”

Increasing energy costs have made energy efficiency the main agenda of the society. The efficient use of energy is of course also vital for our country, due to high foreign dependency and high costs. However, the measures developed by the Department of Energy Efficiency and Environment of the Ministry of Energy and Natural Resources and announced to the public rightly drew the reaction of all segments of the society.

In order to reduce the “energy intensity”, which refers to the energy consumption per unit value added production, measures should be taken, especially industrial establishments. There can be no real “efficiency” without developing an industrialization policy that envisages an integrated transformation, including the elimination of production areas with high energy consumption and low added value. It is frivolous to say the least, to predict that "efficiency" will be achieved by calling for a "quick shower in 4 minutes" to citizens in a country where dismantled industries such as shipbreaking, iron and steel and cement production are encouraged in Europe.

While some of the suggestions in the "Energy Efficiency at Home, Work, and On the Road" booklet prepared by the Ministry are a real efficiency solution, some of them consist of statements that cannot even be considered within the scope of "savings" away from seriousness. In addition to absurd suggestions such as "There should be an hourglass in the bathroom while taking a shower, the shower time should not exceed 4 minutes", "The remaining heat should be used by unplugging a few minutes before the ironing is finished", "The pot lid should be kept closed during cooking", "If possible, a laptop should be used instead of a desktop". “TV, radio, etc. the sound level of the vehicles should be at a level that can be heard, the sound level should be kept low”.

In the booklet, which includes popular concepts of recent years such as artificial intelligence, digitalization, smart home systems, and the concept of blockchain-based life, it is also recommended to have an hourglass (!) in the bathroom. Although dishwasher manufacturers have developed washing programs that take longer but have lower energy consumption in recent years, the booklet also includes misleading suggestions such as "dishwashers with short-term washing and rinsing features should be preferred". Unfortunately, there are no solutions that will provide real energy efficiency in the booklet, which also includes suggestions such as not using elevators, vehicles, hair dryers and tumble dryers if possible.

The Ministry of Energy and Natural Resources should have primarily ensured efficiency in energy generation, transmission and distribution. Starting from the internal losses of the power plants in energy production, it should have produced solutions to the loss and leakage problems experienced in distribution and transmission.

Instead of requiring efficiency solutions in the power plants operated by the private sector and making investments in distribution companies to reduce the loss and leakage rates, the preference of constantly increasing the bills has already put the citizens in a compulsory saving process. Those who created a period when the markets were unplugging the ice cream cabinets for fear of bills, today recommend keeping an "hourglass" with an emphasis on "digitalization".

There is no question of "buying an hourglass" in an environment where an incentive system is not established even for the replacement of low-energy-efficient household appliances. Most energy efficiency solutions have an investment cost for citizens, such as purchasing a higher efficiency class refrigerator. In fact, there is no need to raise energy efficiency awareness of citizens. More of the measures included in this brochure, which the Ministry tries to prepare by allocating resources, are already taken by citizens who are afraid of bills.

If the Ministry of Energy and Natural Resources had foreseen a serious transformation based on "efficiency" in the field of energy, it would have prepared to reverse the privatization and marketization process that causes waste of resources in the field. The social costs of the marketization practices, which were initiated with the motto "The public has no resources for investment, and the private sector increases productivity", reached an unbearable level. It was not enough to mobilize public resources with purchase guarantees for investment, and companies had to be subsidized during the operation of the power plants. Energy production facilities, especially those that have been privatized, should be nationalized and the social cost should be brought under control gradually. In order to reduce the bills, the obstacles preventing the public from investing in renewable resources with low production costs should be removed and a vertically integrated public monopoly that will manage all processes from generation to distribution in the electricity field should be re-established.

In the transition period, instead of transferring public resources to the private sector in an indefinite manner, the Expropriation Administration should be established to carry out the expropriation procedures.
