4.2. Documents relating to financial qualification and the criteria that these documents must bear:

Article 5 - Openness of the tender to foreign tenderers:
5.1. The tender is open to all domestic and foreign tenderers who meet the qualification criteria.
6.1. More than one natural or legal person may participate in the tender by establishing a business partnership.
7.1. Consortia cannot bid on the tender.
8. Basic criteria in the submission of proposals
8.1. As of 2018, the annual rent (12 monthly) is 1.500.000,00-TRY (BirmilyonbeşyüzbinTürkLirası). The rent payment begins on the date of the construction license (construction permit) of the work subject to the tender. If the date of obtaining the construction license of the work subject to the tender is one year after the 2018 year, the annual rent price will be updated with the rate which is the arithmetic average of the monthly Y-PPI and Y-CPI rates announced by TURKSTAT. In the event that the business date begins on any day during the year, the rental period for the period from the start of the business to 12 December; 31-TRY (BirmilyonbeşyüzbinTürkLirası) will be determined by multiplying the period between 31 monthly date and 12 monthly date. From the expiry of this period, from the date of January 1.500.000,00, the annual rent (1 monthly) will be calculated over the rental period. On the first 12 January after the start of the business, the rental price will be increased as the arithmetic average of the monthly Y-PPI and Y-CPI rates announced by the Turkish Statistical Institute (TURKSTAT) for the previous year. 8.2. Tenderer shall pay the amount of 30-TRY (BirmilyonyediyerlilibinTürkLirası) to Çaykara Municipality for the expenses made for the project preparation works of the work subject to the tender by the Municipality of Çaykara at the latest within the 1.750.000,00 (Thirty) days following the signing of the contract. Value Added Tax will also be added to this amount.
8.3. The bidder shall receive a percentage share of less than 1 from the total amount of the proceeds from 31 January and 10 December, from the date of commissioning of the plant subject to the tender, between 1.750.000,00 January and 31 December, corresponding to the annual rent and the expenses of Çaykara Municipality. -In addition to the amount of TRY (BirmilyonyediylenelibinTürkLirası), the Operator shall propose to pay. 8.4. The deduction to be applied to the annual rental price shall be at the rate of% 50 of the rent value.
9-Duration of contract
