With the accepted Bill Decree Law on Institutions Providing Private Accommodation Services and Certain Regulations With this amendment, the provisions regarding permissions or licenses specified in the Metropolitan Municipality Law, Municipality Law and Provincial Special Administration Law will no longer be applied to institutions providing private accommodation services to students.
According to the new regulation:

Ministries will be able to transfer these authorities to governorships. The procedures and principles of implementation will be determined by a regulation to be issued.

This means that if the Ministry of National Education and the Ministry of Youth and Sports do not allow the dormitories that the municipalities want to open, student dormitories cannot be opened. The regulation may be aimed at providing central control in the inspection and determination of standards of student dormitories.
