Supreme Court to Hire 11 Contracted IT Personnel

The Supreme Court of Appeals Information Processing Center will employ 375 contracted IT personnel through an oral exam in accordance with Additional Article 6 of the Decree Law No. 11 and the relevant regulation. Applications will be made electronically.

General Application Conditions

To meet the general conditions set out in Article 48 of the Civil Servants Law.
Education:
- To be a graduate of computer, software, electrical, electronics, electrical and electronics or industrial engineering departments.
- Alternatively, graduating from other departments of engineering faculties that provide four-year education; from departments of science and literature, education and educational sciences faculties that provide education on computers and technology; from statistics, mathematics and physics departments (or from higher education institutions abroad whose equivalence has been accepted by YÖK).
Professional Experience:
- For positions that cannot exceed twice the salary ceiling at least 3 year.
- For other positions at least 5 year(Documented service periods as IT personnel in the public or private sector are taken into account.)
Programming Languages: From current programming languages at least two document that you know (provided that you have knowledge of computer peripherals, hardware and network management security).
Other Terms:
- The results of the security investigation and archive research are positive.
- No health problems that prevent the continued performance of the duty.
- To accept the personal rights and rules specified in the relevant regulation.

Special Qualifications (Details by Position)

1. Network Specialist (1 Person – Up to 2 Times the Monthly Gross Contract Fee Ceiling)

Experience: Having worked as an engineer/expert for at least 3 years in a Data Processing Center or support company where network and security products are used.
Technical Information: Knowledge and experience on Cisco, Huawei, HPE, H3C switches; Fortinet, Checkpoint, Palo Alto, Cisco firewalls; F5, Citrix, A10 load balancers. Knowledge of LAN, TCP / IP, IPV4-6, WAN, WLAN, VPN, Dynamic Routing Protocols, Proxy, IEEE 802.1x network technologies. Knowledge of DNS, DHCP, NAT, BGP, OSPF, VRF, VxLAN, EVPN, Cisco VSS-VPC / HP IRF. Knowledge of Access Point and Controllers.
Software: Knowledge of Linux operating systems, knowledge of at least one of Perl, Python, Shell or Bash Scripting languages.
Preferably: CCNA or equivalent certification, penetration testing experience.

2. Software Specialist (3 Persons – Up to 2 Times the Monthly Gross Contract Fee Ceiling)

Experience: Having worked as a software developer in large-scale IT units or consulting firms for at least 3 years.
Technical Information: Application development with React/JavaScript library. Knowledge of UI, UX standards and user experience. Knowledge of web applications, responsive design, TypeScript. Knowledge of object-oriented software design, multi-layered software architecture, design patterns, ORM technologies. Experience in REST, SOAP, GraphQL and micro service architecture. Application development with relational databases (preferably Oracle, PostgreSQL). Advanced SQL and PL/SQL knowledge. Git versioning experience.
Preferably: JavaEE or Spring Framework (Spring MVC, Spring Boot, Spring Data, Spring Cloud) experience, knowledge of NoSQL databases.

3. Software Specialist (2 Persons – Up to 3 Times the Monthly Gross Contract Fee Ceiling)

Experience: Having worked as a software developer in large-scale IT units or consulting firms for at least 5 years.
Technical Information: This position is in addition to the 2nd Software Specialist position. Experience in JavaEE or Spring Framework (Spring MVC, Spring Boot, Spring Data, Spring Cloud) architecture brings the condition.
Preferably: Knowledge of DevOps, CI/CD processes, Container architecture, Kubernetes, Docker, Kafka, RabbitMQ, Redis systems.

4. Senior Network and Security Specialist (2 Persons – Up to 3 Times the Monthly Gross Contract Fee Ceiling)

Experience: At least 5 years of experience as a network administrator in a large-scale data center.
Technical Information: Network architecture design, planning and integration. Knowledge of LAN, WAN, WLAN, VPN, Dynamic Routing Protocols and network technologies. TCP / IP, DNS, DHCP, 802.1x, Network traffic-packet analysis and network hardening. Wireless, LoadBalancer and Firewall technologies and management. Unix and Linux operating systems. Antivirus, IDS / IPS, DDoS Protection, SDN architecture, VxLAN, EVPN, WLC installation/management, VoIP installation/management, PAM, DLP, SSL Inspection, NAC, Network Monitoring tools, SIEM, SOAR, Content Filtering, EDR, NDR, WAF, Sandbox and Vulnerability Scanning security technologies.
Competence: Competence in evaluating the configurations in the institution's systems, determining and managing incident response, improvement and recovery plans. Creating technical specifications.
Preferably: One or more of the following certifications: CCNP, H3CNE-RS, CEH, PCNSE, Fortinet NSE.

5. Senior DevOps and System Administrator (1 Person – Up to 4 Times the Monthly Gross Contract Fee Ceiling)

Experience: At least 1.000 years of system administrator experience in large-scale data processing units or public institutions/organizations where critical data is located, or private sector system centers with at least 10.000 internal or 5 external users.
Technical Information: At least 3 years of experience in container technologies such as Kubernetes, Docker Swarm, OpenShift etc. Git source control system. Advanced knowledge in CI/CD tools such as GitLab CI, Tekton, ArgoCD, Jenkins, TeamCity etc. Maintenance, management and pipeline creation of CI/CD tools. Load Balancing, HA Proxy and Clustering. System and application log records, performance and capacity metrics review. Knowledge of Unix/Linux operating systems, database, application layer, software. Unix/Linux installation, optimization, management, backup, user management, performance management, capacity planning, configuration, log review and maintenance. Scripting (Shell, Bash, PowerShell, Python etc.). Security, optimization and scheduled tasks in Linux operating system. Basic Network, TCP/IP, network knowledge, ports, protocols and network security. Software development lifecycle and agile processes. At least one of the configuration management, infrastructure automation tools such as Ansible, Chef, Puppet. Helm application and package management. At least one of the monitoring tools such as Prometheus, Grafana, Zabbix etc. Image repositories such as Sonarqube. Quay, Redhat io, Docker io.
Preferably: One of the following certifications: Red Hat Certified System Administrator (RHCSA), Red Hat Certified Engineer (RHCE), Red Hat Certified Architect (RHCA), Red Hat Certified Virtualization Administrator (RHCVA), IBM Certified System Administrator, Kubernetes Administrator (CKA) or Red Hat OpenShift Administration Specialist. Experience in managing applications with microservices architecture, experience with software performance monitoring (APM) tools.

6. Senior Database Specialist (1 Person – Up to 4 Times the Monthly Gross Contract Fee Ceiling)

Experience: At least 1.000 years of database specialist experience in large-scale data processing units or public institutions/organizations where critical data is located, or private sector system centers with at least 10.000 internal or 5 external users.
Technical Information: Knowledge of relational databases (PostgreSQL, MSSQL, Oracle, MySQL etc.). Installation and administration of NoSQL databases (ElasticSearch, MongoDB, Redis etc.). Database architecture, design, performance and optimization/normalization (tuning) capacity planning, security audit log management and using relevant database add-ons. Advanced knowledge of PL/PGSQL, TSQL, writing DML, DDL, Stored Procedure, Trigger. Database patching, capacity analysis, planning, backup, rerun and providing database services requested by software development teams (installation, migration, analysis etc.). Database security management, user definitions, activation/de-activation, configuration and authorization. Database performance monitoring, log analysis and use of relevant PostgreSQL add-ons. Data transfer (ETL) processes and tools between different databases. Database backups and restore, data migration. Database application server clusters (PostgreSQL Cluster, MSSQL Cluster etc.) and PostgreSQL High Availability Solutions (Patroni, auto failover cluster, replication, disaster recovery, BarMan, PgPool, PgBouncer, ETCD, HAProxy, Keepalived etc.). Streaming replication, Logical replication, Foreign Data Wrapper. Linux operating system knowledge. Writing database and bash scripts in Linux operating system, integration to Crontab. Disk configuration and extension (LVM) on Linux operating system. Docker container architecture technologies such as Kubernetes, OpenShift. At least one of the monitoring tools such as Prometheus, Grafana, Alert Manager, Zabbix etc. Software development lifecycle and agile processes.
Preferably: Having at least one of the PostgreSQL, MongoDB, MSSQL Database Admin certificates (such as PostgreSQL v 13/14/15/16 EDB Essentials/Advanced).

7. Senior Web Developer (1 Person – Up to 4 Times the Monthly Gross Contract Fee Ceiling)

Experience: Having worked in large-scale IT units or consultancy firms for at least 5 years.
Technical Information: At least 5 years of experience in PHP and PHP Framework (Laravel, Symfony etc.). Java (Spring Framework, Spring Boot etc.) technologies. React.JS Framework frontend development. Object-oriented analysis and design. Frontend software development. Creating and managing software architecture within the scope of the project. Software development with MVC. Web-based software development with Bootstrap, JavaScript, Jquery, HTML5, CSS3. JSON, Ajax, SOAP and Restful web services. Responsive web design. Good knowledge of at least one of the Relational Database Management Systems (MySQL, PostgreSQL etc.). Git from versioning tools. Software life cycle. Installation, use of LAMP (Linux Apache/Nginx Mysql PHP) modules, loading new modules and performance settings. Micro Service architecture. Running applications in containers with Docker. Web technologies performance, security and tests.

Qualifications Common to All Positions:

Giving importance to documentation and doing it regularly.
Being able to keep up with the busy and stressful work tempo (For Network Specialist).
Having strong communication skills and being prone to teamwork.
Knowing English at a level that allows you to follow the literature.
