Ministry of National Education Announces Artificial Intelligence Action Plan

The “Artificial Intelligence in Education Policy Document and Action Plan (11-2025)”, prepared by the Ministry of National Education in line with the vision of the Presidency and within the framework of the National Artificial Intelligence Strategy put into effect within the scope of the 2029th Development Plan, has entered into force.

The document, which covers the years 2025-2029, sets out strategic goals for the effective, ethical and inclusive use of artificial intelligence technologies in education and offers a roadmap covering a wide range from Ministry management to school processes, from teacher training to student outcomes.

Artificial intelligence technologies are becoming one of the most powerful tools for transformation in education today and have opened the door to innovative applications in many areas such as the design of teaching materials, monitoring student development, and improving learning processes.

In this context, the policy document aims to transform the Ministry of National Education's work in the field of artificial intelligence into a systematic roadmap and includes concrete applications in a wide range of areas, from updating curriculum to digital content production, from teacher training to artificial intelligence-supported measurement and evaluation processes.

At the same time, studies are being carried out to establish artificial intelligence-based learning analytics platforms, aiming to improve the digital skills of students and teachers, increase personalized learning opportunities and strengthen quality and inclusiveness in education.

This transformation process also supports the skill-based education approach structured in line with the Turkey Century Education Model and aims to equip students not only with academic knowledge but also with the important requirements of our age, such as critical thinking, problem solving, digital literacy, communication and collaboration.

This policy document, whose vision is to raise individuals equipped with national, spiritual and universal values ​​and who have artificial intelligence literacy by ensuring the effective, conscious and strategic use of artificial intelligence and big data-based systems by managers, teachers and students, is structured around four main objectives.

The four main objectives of the document were determined as creating an artificial intelligence culture in education, increasing the area of ​​artificial intelligence in teaching programs, strengthening technology, infrastructure and data analytics with artificial intelligence-supported management and decision-making mechanisms in education.

In line with these four main objectives, a total of 15 policy steps and 40 action steps were determined. These steps will be completed through a participatory process carried out with the contributions of 12 responsible MEB units, 23 collaborating MEB units and 10 relevant external stakeholders.

The timing for the implementation of the 40 action steps defined in the document was also determined. 17 action steps will be implemented in the short term (0-1 year), 10 action steps in the medium term (1-3 years), and 13 action steps in the long term (3-5 years).

Periodic monitoring and reporting mechanisms will be established for each application to be developed based on the policy and action steps included in the document. The General Directorate of Innovation and Educational Technologies (YEĞİTEK) will be responsible for monitoring and evaluating the action steps.
