
Despite some initial delays, Amtrak’s expansion of its service network from Milwaukee to Green Bay continues to make significant strides. The ambitious initiative aims to improve rail transportation in the region and strengthen connectivity between different regions. The project’s progress, along with the support of local governments and communities, is promising.
First Phase Completes, Comprehensive Planning Process Begins
In December 2023, the Wisconsin Department of Transportation (WisDOT) won a $500.000 grant from the Federal Railroad Administration to study new Amtrak routes, including a potential rail line between Milwaukee and Green Bay. The first phase of the project, feasibility studies, is progressing rapidly, with consultants expected to submit the first detailed report by June. This report will include key data to demonstrate the technical and economic viability of the line. The second phase of the project will include a more comprehensive service development plan. This phase will analyze critical elements such as potential ridership, necessary infrastructure improvements, and operational details in detail over a period of approximately three years.
Expectation of Local Support and Funding
The state government also has a significant responsibility to make the project happen. The state of Wisconsin must cover 10 percent of the total cost of the project to qualify for federal funding. The fact that Governor Evers included this amount in his two-year budget proposal demonstrates the political support for the project. The fact that local municipalities like Green Bay are actively supporting the initiative underscores the public acceptance and importance of the project. Green Bay Mayor Eric Genrich emphasized the regional importance of the expansion, stating that the proposed rail service would provide vital transportation options that would benefit more than a million people in Green Bay and the surrounding area. NEW Rails representative Rueff emphasized the broader benefits of improved rail service, such as economic growth and environmental sustainability.
Environmental Assessment and Construction Process
Once state funding is secured, the project will move into Phase 3, focusing on environmental impact assessments and detailed engineering design. The remaining phases of the project will include final design and construction. However, funding details for these final phases are not yet finalized and are still being worked on. Other potential Amtrak routes being considered include connecting Eau Claire to the Twin Cities, Milwaukee to Madison and Eau Claire, and Chicago to St. Paul via La Crosse. However, the Milwaukee-Green Bay line offers rapid development potential because it can be built on existing Hiawatha Service infrastructure and requires minimal new infrastructure. This new line would provide long-needed connectivity across Northeast Wisconsin, providing residents with more travel options and boosting the local economy.
