
The calendar for the calls to be made in 2025 was announced by the Agriculture and Rural Development Support Institution (TKDK), the relevant institution of the Ministry of Agriculture and Forestry. Minister İbrahim Yumaklı announced that a call for applications will be made in 2025 different categories for a total grant support of 188 million euros in 5.
Minister Yumaklı, in his statement, reminded that TKDK provides grant support to entrepreneurs in many sectors, from animal production to plant production, from handicrafts to rural tourism, from renewable energy to machine parks, within the scope of the IPARD Programme, which is jointly financed by Turkey and the European Union (EU).
Noting that the IPARD Program has been implemented since 2011, Yumaklı underlined that a total of 25 billion Euros in grant support has been provided to 845 facilities and projects to date. Drawing attention to the fact that approximately 1,9 billion Euros worth of investment has been brought to the country and employment has been provided to over 4 thousand people through these grants, Yumaklı provided the following information:
“Turkey ranked first among EU candidate countries in terms of the success of IPARD I and IPARD II Program fund utilization rates. The sectoral distribution of the projects supported the most under IPARD is as follows; diversification, processing and marketing of plant production with 13 projects, beekeeping with 312 projects, agricultural enterprises producing milk with 2 projects, agricultural enterprises producing red meat with 832 projects and renewable energy facilities with 601 projects.
As a result of the negotiations between Turkey and the EU, the geographical scope of the IPARD III Program, which was launched last year, was expanded from 42 provinces to 81 provinces. During this program period, Türkiye's national contribution rate was increased from 25 percent to 50 percent, and the total budget of the IPARD-III Program, which will be implemented for seven years starting from 2024, was increased from 555 million euros to 785 million euros.
Again, during this Program period, the annual call calendar was published for the first time in order to speed up the application review processes and provide convenience to entrepreneurs and was shared with the public in March last year.”
GRANT SUPPORT IN THE RANGE OF 5 THOUSAND - 3 MILLION EUROS IS PROVIDED
Yumaklı emphasized that all application calls for the IPARD III Programme for 2024 were completed in line with the annual call calendar announced to the public.
Yumaklı, who pointed out that 50-75 percent grant support is provided for investments within the scope of the IPARD III Program, said, “Although it varies according to the supported sector, the budget limits of the projects to be supported vary between 5 thousand euros and 3 million euros. Positive discrimination is also applied by TKDK in order to encourage women and young people to take part more effectively in agriculture and rural areas and to increase the economic contribution of this group to the country. In this context, additional points are given in project selection to highlight the investments of women and young people. An additional grant rate is provided for young investors (under the age of 40).”
2025 MILLION EUROS IPARD GRANT SUPPORT IN 188
Minister Yumaklı, who announced that the 'IPARD III Program 2025 Call Calendar' was published by TKDK regarding the grant call announcements to be made in 2025 so that applicants can easily make preliminary preparations for their projects, drew attention to the fact that within this scope, application call announcements will be made in 2025 different categories for a total grant support of 188 million Euros in 5.
Yumaklı shared the following information regarding the call announcement calendar:
“First, within the scope of the LEADER Approach - Implementation of Local Development Strategies measure, a call will be published in April and applications will be received in June. The total support budget will be 50 million euros. Within the scope of the Development of Farm Activities and Business Development measure, an announcement will be made in June, applications will be received in July and a budget of 42 million will be allocated. Within the scope of Investments in Physical Assets of Agricultural Enterprises, an announcement will be made in August and applications will be received in September and a budget of 43 million euros will be allocated.
Within the scope of Agriculture-Environment, Climate and Organic Agriculture-Biodiversity-Bustard Population Development, an announcement will be made in August, applications will be received in the September-February period and a budget of 3 million euros will be allocated.
Finally, within the scope of Investments in Physical Assets Related to the Processing and Marketing of Agricultural and Fishery Products, an announcement will be made in September and applications will be received in October, and it will have a budget of 50 million euros.
Thus, it is aimed to bring approximately 2025 million Euros worth of investment to the country's economy in rural areas and to provide new employment for thousands of people in these call periods of the IPARD III Program, which will be launched in 300 alone.”
CALL TO ENTREPRENEURS
Yumaklı noted that, as in the IPARD I and II Program periods, businesses in the agriculture and food sectors will be modernized within the scope of the IPARD III Program, taking into account the protection of the environment and the provision of animal welfare, and made the following assessment:
“New facilities at EU standards will be brought to the country, new employment areas will be created by diversifying economic activities in rural areas, and social development will be encouraged in rural areas.
