National Education Academy Regulation Published in the Official Gazette

The “National Education Academy Presidency Regulation” prepared by the Ministry of National Education was published in the Official Gazette and entered into force.

The establishment of the Presidency, its organizational structure, duties, and working procedures and principles were determined by the Regulation. The Regulation covers the Presidency's organizational structure, service units, duties, personnel working in the Presidency, and the work and procedures carried out.

Accordingly, the Presidency of the National Education Academy will prepare and implement preparatory education programs for the teaching profession, manager training programs, and training programs for teachers, managers, and other personnel to advance in their careers and to advance in their positions.

The Presidency will determine the competencies that teachers, administrators and other personnel must have and update them according to evolving conditions. The Presidency, which will plan educational activities that will provide teachers with the knowledge, skills, attitudes and values ​​​​and digital competencies required by the teaching profession, will determine the educational needs of teachers, administrators and other personnel, prepare educational programs to meet these needs and monitor the effectiveness of the training.

If the request is deemed appropriate by the Presidency of the National Education Academy, training may also be provided to those working in private educational institutions or to the personnel of other public institutions and organizations, provided that the expenses are covered by their institutions or themselves.

The Presidency will follow scientific and technological developments in the field of education and training, conduct research, development, project activities and scientific studies by publishing on issues within its area of ​​responsibility. Cooperation will be established with domestic and foreign universities and other institutions and organizations on issues related to its area of ​​responsibility.

The Presidency, which will also coordinate special day and celebration programs for teachers, will also carry out activities aimed at the development of teachers, administrators and other personnel in culture, arts, sports and similar areas.

President of the National Education Academy

The Regulation also determined the duties of the President of the National Education Academy. In this context, the President will be responsible to the Minister of National Education in the execution and supervision of the Presidency's activities.

The President will manage the Presidency in line with the constitution, laws, presidential decrees and other legislation, as well as the development plan, strategic plan and other high policy documents.

The President, who will establish goals, objectives and strategies on issues within the scope of the Presidency's duties, will coordinate the implementations in line with the determined goals, objectives and strategies.

The President will preside over the Academic Board of the National Education Academy and ensure that the Board is informed about the work and procedures carried out by the Presidency as deemed necessary.

Academic Board of National Education Academy

According to the Regulation, the Academic Board of the National Education Academy will consist of the president and ten board members. The Board will determine the standards for the implementation of the policies determined by the Academy Monitoring and Steering Board.

The Board, which will determine the qualifications that teachers, managers and other personnel must have, will prepare the programs for the trainings to be organized by the Presidency.

The Board, which will examine and decide on the objections of teacher candidates who were given the penalty of expulsion from the National Education Academy among those who were enrolled in preparatory education for the teaching profession, will evaluate the training and cooperation requests from private educational institutions and other public institutions and organizations and make decisions.

The standards, qualifications, training programs and annual work plans prepared by the Board may be implemented after the approval of the Minister. In addition, the Board may meet under the chairmanship of the vice president, who is assigned to chair the meeting by the President in the absence of the president.

Training and application centers can be opened

According to the Regulation, the service units of the National Education Academy Presidency consist of nine department-level units and one special office.

According to the Regulation, national education experts and assistant experts assigned or commissioned to the Presidency will conduct research, examination, planning, implementation, evaluation and development studies on issues related to the Presidency's field of duty, follow national and international studies, and work on the development of applicable policies and strategies in Türkiye.

Training and application centers may be opened in places deemed necessary for the purpose of carrying out educational activities that fall within the scope of the Presidency of the National Education Academy.

The inspection units of the Ministry will be responsible for the inspection of training and application centers, and inspections may be carried out by the relevant Ministry units upon the request of the president.

The management, training and other personnel of the centers will be assigned or appointed by the Ministry.

The "Ministry of National Education In-Service Training Centers Regulation" published in the Official Gazette on January 4, 1995 was abolished.
