
Minister of Transport and Infrastructure Abdulkadir Uraloğlu announced that new regulations regarding express shipping services offered via websites, mobile sites or applications have entered into force. Minister Uraloğlu said, “Thanks to the obligation to report couriers’ working hours to the Information Technologies and Communication Authority, we will prevent working hours that are against the legislation and the negativities related to this.”
Minister of Transport and Infrastructure Abdulkadir Uraloğlu announced that the Regulation on Amendments to the Authorization Regulation Regarding the Postal Sector was published in the Official Gazette and entered into force. Minister Uraloğlu said, “Companies providing fast delivery services via digital platforms were included in the postal sector. By defining the postal service connected to the platform, authorization conditions for those providing the service were determined and current authorization conditions were updated.”
Minister Uraloğlu stated that the regulation regarding courier services provided through digital environments, which became a necessity during the pandemic period and grew into a sector, aims to increase consumer satisfaction and service quality, and said, “These services initially started with the transportation of basic food products, but gradually expanded. The sudden growth in the sector created the need for a regulation on the subject.”
Shipment Security Will Be Guaranteed
Minister Uraloğlu, drawing attention to the fact that similar services are also evaluated within the scope of the postal sector in European Union (EU) countries, said, “As in the EU examples, we have determined the authorization and inspection conditions by including these services within the scope of the postal sector. In this way, we will secure issues such as service quality, consumer satisfaction and shipment security.”
Audit and Complaint Management
Stating that with the new regulation, the companies providing the service in question will be put under control, primarily in terms of service quality and consumer satisfaction, Uraloğlu said, “Previously, no institution had conducted any inspections in this area. There were serious problems in handling complaints. Now, thanks to the authorization and inspection conditions, we expect consumer complaints to decrease.”
Regulation of Working Hours
Minister Uraloğlu stated that the new regulation also brings important innovations within the scope of environmental sustainability, and said, “We are introducing obligations to minimize negative externalities. In addition, thanks to the obligation to report couriers’ working hours to the Information Technologies and Communication Authority, we will prevent working hours that are against the legislation and the negativities related to this.”
Unregistered Services Will Be Prevented
Minister Uraloğlu stated that thanks to the regulation, unregistered postal services will be prevented and said, “Services will be provided in a more planned and systematic manner. Thus, both the quality of service will increase and administrative sanctions can be applied when necessary.”
