KİPTAŞ Filed a Criminal Complaint Against Public Bank Executives!

IMM Subsidiaries Urban Planning Group Company KİPTAŞ Started Legal Process Due to Public Banks Not Providing Loans

KİPTAŞ, a subsidiary of the Istanbul Metropolitan Municipality (IMM) Subsidiaries Urban Planning Group, filed a criminal complaint with the prosecutor's office against the managers of public banks because they did not provide housing loans to citizens who wanted to transform the risky structures of public banks.

NO CREDIT WAS GIVEN TO THOSE APPLICANTS FOR URBAN TRANSFORMATION

Reminding that they implemented the “Istanbul is Renewing” system in July 2021, IMM Affiliates Urbanization Group and KİPTAŞ Board Chairman Ali Kurt said, “We put the Istanbul is Renewing system into service in July 2021 for citizens who wanted to transform their earthquake-resistant structures with KİPTAŞ before the possible Marmara earthquake. Although we, as KİPTAŞ, have guaranteed the borrowing amounts of citizens who want to renew their risky structures with this system, no public bank has provided loans to date. Not a single citizen in our urban transformation projects has been able to get even a single lira loan.”

ALI KURT: WE CALLED FOR COOPERATION

Ali Kurt, Mayor of Istanbul Metropolitan Municipality in May and June 2024 Ekrem İmamoğlu He reminded that they sent official letters to the general managers and chairmen of the boards of directors of the relevant public banks, calling for cooperation, and said that they called for support and cooperation in providing long-term low-interest housing loans to citizens who want to renew their risky structures within the scope of KİPTAŞ guarantee from public banks.

Stating that they finally applied to BDDK because they could not get any response from public banks to these two official letters, which are one of the most accurate collaborations that will ensure the efficient use of public resources, İBB Affiliates Urbanization Group and KİPTAŞ Board of Directors Chairman Ali Kurt said, “We applied to BDDK to prevent the ignoring of KİPTAŞ and citizens’ demands due to the relevant public banks not doing their job and to do what is necessary as a higher board. However, BDDK stated in the letter it sent to us that public banks are commercial institutions and their managers decide who they will or will not give credit to. Public banks, who had to respond to KİPTAŞ this time due to our application, sent letters in short saying that they are doing what is necessary under our legislation.”

Explaining that they continue their legal struggle on behalf of citizens who want to renew their risky structure, IMM Subsidiaries Urbanization Group and KİPTAŞ Board of Directors Chairman Ali Kurt said that they filed a criminal complaint against the managers of the relevant public banks on the grounds that they abused their duties. Kurt said, “As a public subsidiary KİPTAŞ, we keep all our deposits in public banks. Since less interest is provided compared to private banks, there is also a victimization. However, more importantly, since we took office in 2019, neither our citizens who benefit from our urban transformation projects nor our social housing have been able to use a single lira housing loan from public banks. We do not request a loan as IMM or KİPTAŞ. We have called for cooperation dozens of times to date. The fight against earthquakes is above politics. We said to the managers of public banks; we have a historical responsibility, individuals are temporary, institutions are permanent. Let's turn Istanbul into an earthquake-resistant city hand in hand, provide low-interest long-term loans to low-income citizens who want to make their homes earthquake-resistant. Let's be guarantors as KİPTAŞ. However, they have not changed their attitude of ignoring us at this point. We have filed a criminal complaint against the managers of the relevant public banks for abusing their duties. We will continue our struggle for our low-income citizens who want to renew their homes with KİPTAŞ. We present it to the public.”
