Rail Baltica Project to be Completed by 2030

Rail Baltica is a large-scale infrastructure project that aims to connect Estonia, Latvia and Lithuania to each other and to the European continent via a high-speed rail line. Originally planned to be completed in 2025, the project has been postponed until the end of 2030 due to financial difficulties and delays. The three Baltic countries have expressed their determination to complete this important transport project by the end of the decade. Rail Baltica will connect the capitals of Tallin, Riga and Vilnius and provide fast and safe transportation with passenger trains that can reach speeds of up to 250 km/h.

Project Cost and Challenges

One of the biggest obstacles to Rail Baltica’s completion is rising costs. While the initial plan in 2010 estimated the project’s cost at €3,5 billion, today it is estimated that this figure could rise to €19 billion. Reports by the three Baltic states’ auditors show that rising costs are making the project harder to complete. It is also unclear how much funding the European Union will provide for the project.

In the face of these challenges, Estonian Infrastructure Minister Vladimir Svet stated that the project is still targeted for completion by 2030, but that savings should be sought to offset cost increases.

Reestablishment of the connection between the Baltic countries

The Rail Baltica project represents the Baltic countries’ symbolic return to Europe. Before World War II, the Baltics were integrated into Europe’s 1,435 mm gauge railway system. However, after the collapse of the Soviet Union, they became dependent on the 1,520 mm gauge Russian railway. With the completion of Rail Baltica, the Baltics will be reconnected to Europe’s modern railway network.

Once the project is complete, the distance from Tallin to Vilnius will be covered in 3 hours and 38 minutes. This will be a huge time saver considering that current car or bus journeys can take up to nine hours.

Following Russia’s invasion of Ukraine, the geopolitical situation in the Baltic Sea region has changed rapidly. Estonia, Latvia and Lithuania, which share a border with Russia, emphasize the need to invest in infrastructure that allows rapid and large-scale transportation of military equipment in order to increase their security. Rail Baltica plays a strategic role in this regard.

Another important part of the project is the additional railway connections that will connect the Baltic countries to Warsaw and Berlin, thus providing fast and reliable access to the most important economic centres of Europe.
