İBB subsidiary KİPTAŞ and Beylikdüzü Municipality resolved the urban transformation problem that could not be solved for years in the Gürpınar Siteler Region, which was the subject of news bulletins with its concrete that crumbled even by hand, and the foundation of the 'KİPTAŞ Beylikdüzü Kırlangıçevler Project' was laid on March 25, 2022. IMM President Ekrem İmamoğlu; He inspected the project consisting of 10 blocks, 505 residences and 20 commercial units. Stating that they have been struggling to solve the problem in the region since the CHP Beylikdüzü District Presidency, İmamoğlu said, “Next year it will be 11 years since we started working here and the process will end. So is 11 years normal? Not. So, will Istanbul transform in 11 years? It does not transform. Therefore, everyone's sacrifice and everyone's cooperation is required. "This is exactly what we have been expressing from the beginning," he said.
Istanbul Metropolitan Municipality (IMM) signed the signature, with its subsidiary KİPTAŞ, on November 11, 2020, which resolved the urban transformation problem that had not been solved for years in the Gürpınar Siteler Region. Beylikdüzü Mayor Mehmet Murat Çalık and KİPTAŞ General Manager Ali Kurt, Istanbul Metropolitan Municipality President Ekrem İmamoğluFollowing the signatures signed under the testimony of , the bureaucratic procedures were completed in approximately 2 years. The foundation of the "KİPTAŞ Beylikdüzü Kırlangıçevler Project", which will carry out the urban transformation of 260 flats that had to live in earthquake-proof houses for years due to political obstacles, was laid on March 25, 2022. İmamoğlu examined the project area, which is nearing completion, together with CHP Istanbul Deputy Turan Taşkın Özer and Party Assembly Cem Aydın. During the investigations, many people from Beylikdüzü showed their love to İmamoğlu. İmamoğlu, who also visited the sample flat, made his evaluation speech at the construction site.
“OUR SISTER NACIYE AND SISTER HAYRIYE HAVE ENCOURAGED THIS PROCESS SINCE THEN”
Stating that the area they started to reconstruct was done through cooperatives in the 80s, İmamoğlu said, “During my term as the district chairman of the Republican People's Party (Beylikdüzü), this was one of the first issues that came to our table regarding urban transformation. Both our sister Naciye and our sister Hayriye have been encouraging and pushing this process ever since. There are other heroes like them, I wish there were more of them. I was also a guest in their home. Then we analyzed these buildings. When I became the district mayor, we immediately initiated the planning processes regarding the change and transformation of this place. And today it is moving towards its conclusion. Not long now. "As you can see, we had a very fast construction process here," he said. Reminding that they laid the foundation of the project on March 25, 2022, İmamoğlu said, “This means that we have actually approached the result in 1,5 years. Hopefully, delivery will start in February-March. "This will be the home where people will spend their lives with pleasure and safety during the summer next year," he said.
LISTED THE FACTORS THAT CAUSED THE DELAY OF THE PROCESS
İmamoğlu listed the factors that caused the delay in the process as follows:
“Unfortunately, political processes, some unfortunately obstructions, some processes blocked by the petty calculations of some citizens... Multiple obstacles delayed the time. We can talk about these multiple barriers. The period during which KİPTAŞ, Beylikdüzü Municipality and our Mayor fought together during the period of our Metropolitan Municipality alone lasted 1,5 years. But before that, there were a lot of issues such as whether it was kept waiting in the Metropolitan Municipality Council or not passed, etc. What I mean is this: It will be 11 years since we started working here and the process will end next year, that is, 5-6 months later, 7 months later, when people sit here. So is 11 years normal? Not. So, will Istanbul transform in 11 years? It does not transform. Therefore, everyone's sacrifice and everyone's cooperation is required. "This is exactly what we have been saying from the beginning."
“URBAN TRANSFORMATION IS AN ISSUE ON WHICH POLITICAL PARTIES SHOULD ACT JOINTLY”
"The urban transformation issue is not a political issue," said İmamoğlu, adding:
“Urban transformation is an issue on which political parties must act together. It is an issue on which our people must act together. It is an issue that should not be based on small calculations or small interests. The transformation of this business here and in places like this, mediated by reliable institutions - such as KİPTAŞ - and as a result of that mediation, with the intense efforts of the contractors and their contributions, means saving people's lives. Even in this site you see, thousands of our people will live safely. Until yesterday, unfortunately, they were living without security. The issue is big and deep. Allah bless. I still see that we have fellow countrymen and citizens here who show resistance on the sites or who unfortunately do not contribute to the formation of a good process regarding disagreement. Now we talked. Both Beylikdüzü Municipality, our Mayor, KİPTAŞ and its management, our General Manager will also come together with the communities of our citizens here. "With maximum effort, we will pioneer the transformation of the remaining places in the sites, as well."
REPEATED HIS CALL TO THE MINISTRY
Emphasizing that the issue is human life, İmamoğlu said, “Yes, we say 'Property is the chip of life', but the main thing is to survive. First, we will ensure our survival, then we will make evaluations about our goods and property. In this context, I invite the people of Istanbul, all our people, 16 million people and all our institutions - there is no government or local administration in this matter - to fight against the Istanbul earthquake in cooperation and solidarity. As with the proposal we made to our esteemed Minister and the Ministry, we hope that this issue will be gathered under one roof with the principles I mentioned; I call again from here, from Gürpınar, from Siteler, for the establishment of an 'Earthquake Council', 'Earthquake Board', 'Earthquake Presidency' in Istanbul, not by establishing a structure in Ankara, but with a participatory model, a system in which everyone is involved. "I repeat and call out from among these structures that we have transformed and that guarantee the lives of thousands of people," he said.
