He was born in 1957 in Kayseri. He completed his primary and secondary education in Kayseri. He graduated from Hacettepe University, Faculty of Engineering, Department of Electronics Engineering. He became the Mayor of Kayseri Metropolitan Municipality again in the local elections of 18 April 1999.

Mehmet Özhaseki, who was elected as the Metropolitan Municipality Mayor for the third time with a record 28 percent of the votes in the 2004 March 70.2 local elections, set an example for Turkey with the “Kayseri Model Municipality” he developed.

He was a candidate in the 29 March 2009 and 30 March 2014 local elections and was elected to the Metropolitan Municipality for the 4th and 5th times. Mayor Özhaseki was elected as the Metropolitan Municipality Mayor for the 5th time in a row, breaking a new ground in the history of Kayseri.
