Home Care Assistance Regulation Published in the Official Gazette

The regulation that determines the procedures and principles regarding the application form, evaluation, payment and other issues of Home Care Assistance, which was initiated by the Ministry of Family and Social Services, as one of the community-based care service models, with the aim of ensuring their integration with the society by providing care by their relatives without separating them from the environment they are used to and their families. In line with the family and community-based care approach, the Ministry of Family and Social Services focuses on institutional care as well as care service models that ensure that disabled and elderly individuals are cared for without leaving their social circles, with an "individual-oriented" service approach. In order to support homestay care, institutional care and Home Care Assistance, social assistance and day care services are offered in an integrated manner that complements each other. With Home Care Assistance, which was initiated in 2006, one of the most important community-based care service models offered by the Ministry, disabled individuals are integrated into the society by providing care by their relatives, without separating them from their accustomed environment and their families.

The procedures and principles of Home Care Assistance were determined by the regulation.

In this context, the Home Care Assistance Regulation, which has been prepared by the Ministry of Family and Social Services, has been published in the Official Gazette, in which the procedures and principles regarding the application form, evaluation, payment and other issues of the assistance to be provided for the home care of the disabled people are determined.

For children who are fully dependent according to the disability classification with the regulation, those who have a report with the words "Very advanced ÖGV", "Special ÖGV" and "There is a need for special conditions (ÖKGV)" cannot fulfill the usual and repetitive requirements of daily life with the help of someone else and Families with a per capita income of less than 2/3 of the net minimum wage will be supported with Home Care Assistance.

It is stipulated in the regulation that Home Care Assistance payments cannot be transferred, assigned or seized. Home Care Assistance payments will continue for people who started to benefit from assistance before the publication date of the regulation. If there is a change in the conditions of benefiting from assistance due to household, income, health and similar reasons, the situation of these people will be re-evaluated within the scope of the Regulation.

94 billion 253 million TL Home Care Assistance payment

On the other hand, 2006 billion 2023 million 94 thousand TL of Home Care Assistance was paid from the beginning of the service to the end of April 253, within the scope of Home Care Assistance, which was initiated by the Ministry in 780 to support the care of disabled individuals in need of care with their families and in the environment they live in.

With the Home Care Assistance application, 2023 TL monthly cash aid is provided to families who want to take care of their fully dependent disabled person at home for the January-July period of 4.336. As of April 2023, 569 thousand 627 people benefit from Home Care Assistance. About 140 thousand of them are people who care for disabled elderly people.
