Özlem Tut stated that when they first applied to the building inspection method, the municipality visited the residents of the building and tried to get permission, but most of them did not accept it. Pointing out that there was a serious concern among the people of Istanbul after the Kahramanmaraş earthquake, Tut said: We visited 107 thousand buildings during this period and asked for permission to examine, but so far 29 thousand buildings have given us permission to examine. As of today, we have received a total of 85 applications. We will answer all of these. After the earthquakes we experienced, there was a lot of sensitivity. We will evaluate these applications in order and examine all the buildings.”

Pointing out that this fast scanning method cannot be applied for buildings over 10 floors, Özlem Tut stated that with the new regulation, tenants and buildings built after 2000 can also receive requests. Özlem Tut said, “However, as you know, buildings built before 2000 constitute our fragile building stock. We will prioritize these structures and evaluate the applications.”

150 BUILDINGS TO BE LOOKED PER DAY

İBB accelerated the building investigations in the city. IMM teams, which perform rapid scanning tests on an average of 50 buildings per day with a team of 150 people in total, plan to finalize the requests quickly. The teams, which process the building for an average of one and a half hours, then look at the ground survey reports and determine the risk status of the building in an average of 2 days.

As a result of the rapid scanning test performed before, IMM detected 318 buildings that did not even have groups D and E, did not carry any earthquake load capacity, and were likely to collapse where they stood. The municipality provides a rental aid of 4 liras to accelerate the urban transformation processes of these buildings and to ensure their rapid evacuation. HOW ARE APPLICATIONS MADE?

The locations and widths of the columns are determined. Expert teams give a grade to the building by looking at the ground measurements of that area. This grade is divided according to the A, B, C, D and E classes determined by the IMM. While A group buildings are the most resistant to earthquakes, E class is the most risky building group. IMM does this detection work completely free of charge. This quick scan test by IMM aims to provide information to building owners only about durability. If the building is found to be risky as a result of the rapid scan test conducted by IMM, IMM officials direct the building owners to licensed companies of the Ministry of Environment and Urbanization.
