Minister of Transport and Infrastructure Adil Karaismailoğlu attended the TRABİS Launch Ceremony. Speaking at the ceremony, Karaismailoğlu said that as of the end of June 2022, Turkey is among the first 20 countries in terms of the total number of internet users, and among the top 5 countries among European countries.

Karaismailoğlu said, “In our country, where there is such a high internet usage rate, necessary measures are taken to ensure the necessary conditions for effective and sustainable competition, to protect the rights and interests of consumers/users, to protect the society from the risks of the internet, to expand the use of more reliable, effective and conscious internet, and to continuously develop The internet domain name system also plays an important role in the internet industry.

FUNDAMENTAL CHANGES WERE MADE IN DOMAIN NAME ALLOCATION PROCEDURES

Karaismailoğlu stated that as a result of the legislation studies on domain names by the Ministry of Transport and Infrastructure and the Information Technologies and Communication Authority, radical changes were made in the domain name allocation procedures.

“In other words, Turkey has implemented an understanding that is forward-thinking, cares about common sense, and applies the professionalism of the state as it should be, with our government for both development and national gains in the field of internet, as in every field. In order to develop a multi-stakeholder culture, meetings were held in which representatives of the private sector, civil society, academia and government, which constitute the internet society, participated in the domain name management, and the opinions of the relevant parties were received. Domain name management and domain name sales services were separated from each other, primarily in order to create a competitive and free market. In other words, 'Registration Bodies', which enables transactions regarding domain names for customers, and 'TRABIS', that is, '.tr' domain name system, were separated. With this amendment, it was aimed to protect consumer rights, to encourage the improvement of service quality, to provide and protect a free and effective competition environment. Again, as a natural consequence of this model, the possibility of transferring the domain name they own between the Registrars has been provided by the new regulations. One of the most important innovations brought by the regulations is the undocumented allocation of domain names with 'com.tr', 'org.tr' and 'net.tr' extensions, which were allotted with documents in the pre-TRABIS period. Thus, the domain name allocation process has also been simplified. As a result of this, the number of registered domain names with the '.tr' extension, which was approximately 2022 thousand until September 450, reached 24 with an increase of approximately 110 thousand in the first 560 hours with the commissioning of TRABIS. Noting that they already foresee that the number of domain names with the ".tr" extension will increase significantly with this innovation, Karaismailoğlu said, "With the regulations we have made as the Ministry, we have ensured the establishment of a dispute resolution mechanism in line with international practices so that domain name disputes can be concluded quickly in accordance with the nature of the industry. With this new mechanism, disputes about domain names can be resolved in a shorter time and by expert referees. This area, which has not had any legislation until today, has gained a regulatory framework. With the work we have done, transactions related to domain names are now on a safer and faster basis.”

With TRABIS, the allocation of domain names with the '.tr' extension will be done online and undocumented as much as possible. Prior to this, there were situations such as '.tr' domain names being allocated under strict rules, high domain name fees, and excessive bureaucratic procedures. Thousands of people were buying domain names with the '.com' extension instead of 'com.tr' and millions of dollars were going to private companies abroad. With TRABİS, this problem has disappeared. Now, the demand for domain names with the '.tr' extension will increase.”

At the beginning of these studies, national applications and solutions in communication technologies take the first place. We will reinforce the historical distance we have made by launching Türksat 2021B and 5A into space in 5, with a new historical step by launching Türksat 2023A, which was developed entirely with domestic and national means, into space in 6. We also carry out a considerable amount of work simultaneously in the field of 5G. With the implementation of projects such as 5G Core Network, 5G Virtualization and Software Defined Network and 5G Radio, we will connect not only people but also objects faster. In order for our mobile operators to prepare for 5G, we have given them many time permits to try the products developed by domestic and foreign manufacturers on their mobile networks. All the work that our country has put into practice in this area, the historical steps it has taken, actually in a time not too far away from Turkey; It will return as investments in fields such as robotics and automation, artificial intelligence, edge computing, internet of things, blockchain, quantum computing.”

Emphasizing that President Recep Tayyip Erdoğan attaches great importance to domestic and national production, Karaismailoğlu stated that they aim to become a self-sufficient country that can produce with domestic and national resources, especially in high-tech sectors such as communication and defense, in the medium and long term. Expressing that 5G and beyond technologies are on the agenda of the Ministry, Minister of Transport Karaismailoğlu said that they are directing the works according to the sector's needs with projects that bring all stakeholders together by cooperating with universities and industry on the supply of domestic and national products in 5G. Emphasizing that they discussed the future of the information technologies industry in the titles of domestic production, high technology and global brand, Karaismailoğlu continued his speech as follows:

“We will turn our country into a high-tech production base. In order to encourage domestic production, we established the Communication Technologies Cluster within OSTİM under the coordination of our Ministry and Information Technologies and Communications Authority. We started the 'End-to-End Domestic and National 14G Communication Network (UUYM3G) Project' with 5 HTK member companies and 5 mobile operators. In the project, the first phase of which was completed as of March 2021, we are developing 5G core network, 5G base station, 5G-specific management, service and software products that are critical for 5G infrastructures. We completed an important phase of the project on June 23, 2021. The R&D processes of the products have been completed, their prototypes have been prepared, and now we continue to work on the products to be used as commercial products. In the second phase of the project, we will produce domestic products. We aim to make Turkey a country that not only consumes technology, but actually designs, develops, produces and markets it to the world. In this regard, we attach special importance to the training of qualified human resources that our country needs in 5G and beyond. We implemented the 5G and Beyond Joint Graduate Support Program. Again, as the Ministry and BTK, through the BTK Academy we have established; We provide free training to our children and youth in different categories such as software, hardware and cyber security in the field of informatics.”
