Minister of Transport and Infrastructure Adil Karaismailoğlu attended the Sustainable and Smart Mobility Strategy and Action Plan introductory meeting. Expressing that as the Ministry of Transport and Infrastructure, they are preparing for a new historical start with the Turkish Century in line with Turkey's goal of "becoming a global logistics superpower" and "being one of the 10 largest economies in the world", Karaismailoğlu said, "There are 5 We realize our investments, for which we put a lot of effort, with nearly 700 thousand colleagues at nearly one thousand construction sites and at our service points, with a focus on mobility, logistics and digitalization within the framework of holistic development and the 'Transportation 2053' vision. While designing the future today, we take into account the developments in technology and global trends, and closely follow the developments in the world. In this context, the 'Sustainable and Intelligent Mobility Strategy and Action Plan' study and other studies related to the Mobility Center Design Guide, Sustainable and Intelligent Mobility Index, which are the output of this study, are products of this vision. Minimizing the external effects of transportation is the main and common goal of decision makers in the field of transportation today.

WE ARE TAKING CONCRETE STEPS TO ZERO GREENHOUSE GAS EMISSIONS

Pointing out that the concepts of "decarbonization", "electrification", "safety", "digitalization" and "accessibility" come to the fore when they look at the focus areas in transportation to achieve this goal, Karaismailoğlu reminded that the European Commission announced the European Green Consensus in December 2019. Karaismailoğlu said, “This agreement basically aims to reduce transportation-oriented carbon emissions by 2030 percent in the European continent by 50, and to reach the target of zero carbon emissions by 2050. As Turkey, we always closely follow these and similar practices that will affect the balance of power in the global economy. Therefore, in our 'Sustainable and Smart Mobility Strategy and Action Plan'; We included the objectives of developing sustainable and smart transportation, green maritime and green port practices, railway transportation, reducing fuel consumption and emissions, and expanding the use of micro-mobility vehicles. Moreover; With our country becoming a party to the Paris Agreement, studies have also been initiated to determine short, medium and long-term strategic targets and actions in line with the '2053 Net Zero Emissions Target' and the 'Green Development Policy'. In addition, we are taking concrete steps to reduce transportation-oriented greenhouse gas emissions to zero in line with our target of zero emissions for 2053.

CONSTRUCTION OF A TOTAL 13 KILOMETER LENGTH OF RAIL SYSTEM IN 177 PROJECTS CONTINUES

"The place of railways is very important in this green transformation vision that we have designated as Turkey," said Minister of Transport, Karaismailoğlu, and said that national railway investments, important road, airline and communication projects make significant contributions to holistic development and sustainability in transportation. Underlining that they have invested 2003 billion liras in railways since 346,6, Karaismailoğlu stated that they continue to invest in rail systems in urban transportation. Noting that they have rebuilt Turkey with iron nets, Karaismailoğlu said, “We brought the new generation railway and urban rail system transportation together with our nation. As a first job, we renewed all of our existing railway networks. We introduced our country to high speed train management. We built 1460 kilometers of High Speed ​​​​Train line. We increased our railway network to 13 thousand 150 kilometers. As the Ministry, we implemented the 320 kilometer rail system project in urban transportation. A total of 13 kilometers of rail system line construction continues in 177 projects under construction by our Ministry.

WE WILL BRING THE KAZLIÇEŞME-SİRKECİ URBAN TRANSPORTATION AND RECREATION FOCUSED TRANSFORMATION PROJECT TO THE PEOPLE OF ISTANBUL

Explaining that they are currently investing 27 billion dollars in railways together with urban rail systems, Karaismailoğlu said that the projects are not only an urban transportation project, but also environmentally sustainable projects that include recreation and walking areas. Expressing that one of the best examples of these is the Kazlıçeşme-Sirkeci Urban Transportation and Recreation-Oriented Transformation Project, Minister of Transport and Infrastructure Karaismailoğlu said that the 8,5-kilometer rail system line between Kazlıçeşme and Sirkeci, which was idle, was reconstructed in a pedestrian-oriented and environmentally friendly manner. told. In addition, Karaismailoğlu stated that it is an important project in terms of sustainability with a new green area of ​​74 thousand square meters on the same route, 7,5 kilometers of bicycle and 6,5 kilometers of pedestrian path, 10 thousand 120 square meters of square and recreation area, and that they will bring the project together with Istanbul as soon as possible. .

WE HAVE VERY IMPORTANT LOCAL AND NATIONAL WORKS ON THE RAILWAYS

Emphasizing that they are doing very important work on railways, especially on railway vehicles, Karaismailoğlu said that they have completed the work to produce the first national and domestic electric train with a speed of 160 kilometers per hour. Expressing that they have passed 10 thousand kilometers in the tests, Karaismailoğlu said that they will start mass production after receiving the certificate soon. Also, underlining that the designs of vehicles with a speed of 225 kilometers continue, Karaismailoğlu stated that they will first produce their prototypes and then they will start mass production. Noting that there will be a market of 2035 billion dollars for railway vehicles only for Turkey by 17.5, Minister of Transport Karaismailoğlu drew attention to the fact that they will complete this domestically and nationally to a large extent.

WE CONTINUE WORK FOR THE PHASE REMOVAL OF FOSSIL FUEL VEHICLES

Karaismailoğlu, on the other hand, noted that they continue to work for the phasing out of fossil fuel vehicles from the urban environment and continued his statement as follows:

“We are planning to implement the Project for Determining the Location of Electric Vehicle Charging Stations and Creating a Simulation Program in order to develop a suitable charging infrastructure for electric vehicles that will contribute to reducing oil dependence and greenhouse gas emissions. In addition, the developments and changes in the transportation of micromobility vehicles, the use of which is increasing day by day in our country, has expanded the usage areas of these vehicles. For example, we have taken an important step as the Ministry in cargo transportation. PTT started to make its deliveries with e-scooter vehicles. These vehicles are both environmentally friendly and have low operating costs, 7-8 times lower than other fossil fuel vehicles. With this awareness, the number of e-scooters used in the PTT increased from 2022 as of August 500 to 2022 in December 700 by constantly increasing the number of vehicles. It is predicted that the number of shared 4.6 million e-scooters worldwide will increase 2024 times by 6. Forecasts support the fact that we will see micromobility vehicles very common in multiple uses in cities of the future.”

WE WILL IMPLEMENT THE FIRST CONCRETE EXAMPLES OF MOBILITY CENTERS IN ISTANBUL AND ANKARA

“Sustainable and Smart Mobility Strategy and Action Plan” of the Ministry; Karaismailoğlu, who underlined that mobility, logistics, digitalization vision is handled with a broad perspective from manageability to safety and security, from technology to financial management, from environmental sustainability to accessibility, shared the following information about the action plan:

“In this context, the future roadmap and main focus areas of our ministry in the field of mobility have been determined, covering all modes of transportation at the national and urban level. In this direction, it is planned to develop strategies and policies to ensure the sustainable, environmentalist and holistic mobility of individuals, goods and services, and to implement actions related to these policies. In addition, the action plan study will be shared with our relevant stakeholders in the near future. Within the scope of the work we carried out in cooperation with Yıldız Technical University, the Sustainable, Smart Mobility Index (SAHİ) was developed, and with this index, our urban investments will be harmonized with the mobility targets of cities by identifying areas that are open to improvement within the scope of mobility. With this study, a common vision and goals were determined at the local and central level. Thus, the governance structure will be strengthened, and data on urban mobility will be shared in an ecosystem where all stakeholders will be involved, that is, on the "Mobility Platform" that we will implement. On this platform, the scores of the metropolitan municipalities from the Sustainable and Smart Mobility Index will be announced and the status of the municipalities will be followed here according to the index results. In addition, within the scope of integrated mobility management, Mobility as a Service (MaaS) application architecture work was carried out for the management of a single transportation network at the national and urban level specific to our country. Our application development work in accordance with this application architecture continues. As an output of this study, a “Mobility Center Design Guide” was prepared in cooperation with Yıldız Technical University. Mobility centers offer areas where people can travel with more environmentally friendly, integrated, accessible and sustainable transportation services. These centers are areas where more than one innovative, environmentally friendly, shared and electric transportation type comes together, and the services provided in this context will contribute to more environmentally friendly, integrated and accessible transportation. This guide will play an important role in spreading the new generation, environmentally friendly mobility services in urban transportation and in revealing the driving force of mobility centers in changing people's transportation preferences in a sustainable way. This study will be an important guide for all relevant institutions and organizations that will build mobility centers throughout the country, especially local governments. In addition, as the Ministry, we will implement the first concrete examples of mobility centers in Istanbul and Ankara.”
