According to the results of the Public Personnel Selection Examination held by the Measurement Selection and Placement Center Presidency (ÖSYM) on 18/09/2022, 657/B of the Civil Servants Law No. 4 to be employed at the border gates where needed in the provincial organization of the Ministry of Environment, Urbanization and Climate Change. According to the article, a contracted environmental engineer will be recruited through the Measurement Selection and Placement Center Presidency.

Following the announcement of the placement results on the ÖSYM website, the dates on which the candidates will apply to start working in the service units where they are placed, the documents to be requested and other explanatory information will be announced on the website of the Ministry of Environment, Urbanization and Climate Change (csb.gov.tr).

No documents will be sent by the Ministry of Environment, Urbanization and Climate Change to those placed by ÖSYM.

GENERAL CONDITIONS FOR APPLICATION

2.1.1 For those who prefer to be placed in the announced positions, the provisions of paragraph (B) of Article 657 of the Civil Servants Law No. 4 and paragraphs 48, (*), 1, 4, 5 and 6 of paragraph (A) of Article 7 of the same Law. and the Principles on the Employment of Contracted Personnel, which was put into effect with the Council of Ministers Decision dated 6/6/1978 and numbered 7/15754.

Candidates who will prefer the contracted positions in this preference guide must be Turkish Citizens in accordance with the first subparagraph (A) of the 657th article of the Civil Servants Law No. 48. (It is stipulated with the provisional article 1 of the Decree Law No. 27 dated 06/1989/375 that this condition will not be sought for those of Turkish descent who migrated from Bulgaria to Turkey.

In this context, candidates whose nationality is registered as “TC” (including immigration from Bulgaria) in the ÖSYM Candidate Processing System can make a choice in KPSS. Candidates whose nationality is registered as “TRNC”, “Those Under the Scope of Law No. 2527”, “Foreign Nationals” and/or “Blue Card” in the ÖSYM Candidate Processing System cannot make a choice in KPSS.

2.1.2 The works and transactions related to the candidates who are placed in the contracted personnel positions in this guide will be carried out in accordance with the relevant articles of the Civil Servants Law No. 657 and the "Principles Regarding the Employment of Contracted Personnel", which was put into effect with the Council of Ministers Decision dated 6/6/1978 and numbered 7/15754. . Candidates who do not meet any of the conditions specified in the aforementioned Law and Principles will not be appointed, even if they have been placed. However, with the exception of the exceptions stated in Annex 1 of the PRINCIPLES ON EMPLOYMENT OF CONTRACTED PERSONNEL, those employed in the position of contracted engineers in public institutions and organizations

If they are placed in positions with the same title announced in the guide, they will not be appointed by the Ministry.
2.1.3 Candidates who are placed in the Contracted Personnel positions, except for the exceptions in the fourth paragraph of Annex 1 of the Principles Regarding the Employment of Contracted Personnel, in the third paragraph of the "Contractual personnel's contract termination due to the breach of the service contract principles or the contract unilaterally within the contract period. In case of termination, he cannot be re-employed in contracted personnel positions of public institutions and organizations, unless one year has passed from the date of termination.” subject to its provision. Even if they are placed, those who are found to be in violation of this provision will not be appointed by the Ministry.

2.1.4 Retirement or old-age pension recipients from the Social Security Institution will not be appointed by the Ministry even if their placement has been made.

2.1.5 A security investigation and archive research will be conducted on the candidates whose placement procedures have been carried out, in accordance with Article 7315 of the Law No. 3 on Security Investigation and Archive Research. (In case the said result is positive, the relevant persons will be appointed)

2.1.6 Candidates who do not meet the general and special conditions of application and the qualifications of the position they are placed in, and who do not submit the required documents within the required time despite meeting the required qualifications and conditions, will not be appointed.
