In cereals, diesel and fertilizer support for the production year of 2022 will be paid as of this year. The Presidential Decision on the Payment of Diesel and Fertilizer Subsidies for the Cereals in 2022 and Covering the Financing Costs of These Payments was published in the Official Gazette.

With the decision, the procedures and principles regarding the payment of diesel and fertilizer support from 2022 production year agricultural supports in cereals (wheat, barley, rye, oats, triticale and paddy) were determined as of 2022.

Agricultural support amounts within this scope can be given by Ziraat Bank by extending a loan with a maturity of 31 March 2023, provided that it is used in accordance with the support purpose, upon the request of the producers who have deserved these amounts.

In the event that the support payment is made to the producers by using the bank loan, the interest amount to be incurred until the maturity date of the loans will be deposited to the bank by the Ministry of Treasury and Finance within the scope of income loss payments, and the principal payments by the Ministry of Agriculture and Forestry on behalf of agricultural producers.

The list for the progress payments of the producers will be sent to the bank by the Ministry of Agriculture and Forestry this year, and the support payment calendar will be sent to the bank in 2023.

The use of the loan will depend on the determination of the progress payment and the application of the producer to the bank. Within the scope of this decision, the determination of loan allocation criteria, debiting, disbursement, follow-up and collection of the producers to whom loans will be allocated will be carried out in accordance with the bank's own procedures and legislation.

Within the framework of the central government budget facilities, loans can be closed before their maturity.

The amount of income loss due to the loans extended by the bank within the scope of the decision will be calculated on the basis of the current interest rates applied by the bank on the date of interest accrual-in case of early closing, on the date of closing the loan. In this context, income loss payments made by the Ministry of Treasury and Finance on behalf of agricultural producers using loans will be covered from the appropriation allocated to the relevant section of the Ministry's budget.

FARMERS WILL NOT PAY INTEREST, COMMISSION AND BITT

If the loan is closed before its maturity, no additional payment will be made to the bank for the remaining maturity.

The interest amount arising from early payments will be paid by the Ministry of Treasury and Finance within the scope of income loss payments, and commission and BSMV expenses will be paid from the Ministry of Agriculture and Forestry 2023 budget.

In this context, interest, BITT, commission etc. by the farmers. No payments will be made on names.

Income loss payments will be made after the bank sends the income loss amounts calculated until the end of maturity-early closing date for the loans extended within the scope of this decision and finalized according to its own records at the end of the relevant period, in the format notified by the Ministry of Treasury and Finance. No payment will be made to the bank for the loans that are not used until the agricultural support payments within the scope of this decision are completed.

Thus, it will be possible for our wheat, barley, rye, oat, triticale and paddy producers to benefit from diesel and fertilizer support approximately 6 months ago.

The decision entered into force with effect from 20 October 2022.

Farmers are required to make an identification by applying online or in person to the relevant branch via Ziraat Bank internet banking/mobile application.
