Kocaeli City Hospital Tram Line Starts for the Third Time

After the tender of the City Hospital tram line, which was canceled for the second time by a court decision, the result of the third tender was announced. Eze İnşaat received the tender, which was made by invitation method. It has been learned that Eze İnşaat has started working at the construction site and will restart the tram construction in the coming days.

According to the report of Süriye Çatak Tek from Özgürkocaeli; “Kocaeli City Hospital tram line starts for the third time. Eze İnşaat, which received the first tender, won the invitation procedure for the third time, for the tram line, the tender of which was canceled twice by a court decision and the works were stopped. The second tender was taken by ATIS Asfalt, the company of the capital group of Eze İnşaat. After Eze İnşaat received the tender, it started working on the existing construction site. After the construction site installation is completed, the tram line will continue from where it left off.

WORK STARTED ON THE SITE

The tender for the City Hospital tram line project, which was made twice by the General Directorate of Infrastructure Investments of the Ministry of Transport, was sued by Güneş Asfalt Trade and Industry Company Körfez Branch and the tenders were cancelled. The third tender of the project, which has been canceled twice since 2020, was also held in September by invitation method. Eze İnşaat won the tender again. Eze İnşaat started preparations to start construction at the old construction site. Officials did not disclose when construction will begin.

CANCELED TWICE

The first tender for the City Hospital Tramway project was held in 2021 and Eze İnşaat received the tender. The tender for the project, the construction works of which started in January 2022, was brought to the court by Güneş Asfalt Trade and Industry Company Körfez Branch. Ankara 3rd Administrative Court canceled the tender on the grounds that Eze İnşaat, which received the first tender, did not have a qualification certificate. The study was stopped on December 29, 2020. After the construction stopped, the Ministry of Transport and Infrastructure made a tender again by bargaining. ATIS Asphalt won the tender. The company, which filed a lawsuit against the construction that started again in November 2021, won for the second time.

BARGAIN CONDITION NOT OCCUPIED

Solar Asphalt; He claimed that the tender for Kocaeli City Hospital Tram Line Construction and Electromechanical Systems Supply, Installation and Commissioning Work, which was made by the General Directorate of Infrastructure Investments of the Ministry of Transport and Infrastructure, by bargaining method, was unlawful and demanded its cancellation, claiming that the necessary conditions were not met for the tender to be negotiated.

THE COUNCIL OF CONSULTATION ALSO ANNOUNCED THE JUSTIFIED DECISION

The case before the Ankara 16th Administrative Court was concluded on 31 December 2021 and Güneş Asfalt was found to be right. In the lawsuits filed, the court board canceled the tenders made by invitation method twice, because the tender was made by invitation method, the firm did not have a qualification certificate, and the tender was not negotiable. The Council of State announced its reasoned decision regarding both cases appealed by Eze İnşaat and ATIS Asfalt.

Eze İnşaat, which received the first tender, won the third invitation-procurement tender for the tram line, whose court tender was canceled twice and whose works were stopped.
