IMM President Ekrem İmamoğlu; Introducing the '2023 Investment and Service Budget', which he defined as 'just, disciplined, fruitful', to the public, he said, “In 2023, we have designed our total budget revenues as 95 billion 250 million TL and our total budget expenditures as 115 billion 250 million TL. In this case, we anticipate that we will need 2023 billion liras of financing for our services and investments in 20. We are calculating to meet 7 billion liras of this from our cash and eurobond assets, and to finance approximately 13 billion liras through borrowing”. Expressing that Istanbul is getting stronger with investments, İmamoğlu said, “In our 2023 budget, investment expenditures constitute 50 percent of the total budget. By allocating a total of 57 billion TL to investments this year, we have increased our investment expenditures budget by 2022 percent compared to 99. So we double it. In this respect, I would like to express with pleasure that our 2023 budget is an investment budget, just like our 2022 budget.”

Emphasizing that they have allocated 2023 billion 41 million liras for rail system investments, which cover 23 percent of 625 investment expenditures, İmamoğlu said, “We will live a year worthy of the big breakthrough we have started in rail systems. The annual metro production rate we have achieved in the past 3 years is a record in the history of Istanbul. We are accomplishing an unprecedented task in the world, such as building 10 subways at the same time. We bring at least 25 times the average of the previous 4 years to our city. All this happens because we put an end to waste and work with competent and qualified staff. It happens because dirty hands do not touch our budget, and no political calculations are overshadowed," he said.

In addition, we allocated a budget of 17 billion 583 million liras for the construction of roads, bridges, intersections, tunnels, overpasses, underpasses, streets, squares, boulevards, beaches and asphalt. We have doubled our investment budget by increasing 2022 percent compared to 99. Current transfer expenditures increased by 89 percent compared to the previous year and reached 13 billion 477 million liras. Thus, the share of current transfers from the budget was 12 percent. Our consolidated budget this year, including İSKİ and IETT, is 163 billion liras in total. In our consolidated budget, we allocated 70 billion liras for investment this year. Our subsidiaries reached a total budget size of 2023 billion TL in 155. In 2023, we will manage a budget of 318 billion 848 million liras, including our subsidiaries. A total of 73 billion TL of this is the investment budget. Today, I present to you a budget draft that determines the priorities of Istanbul and its inhabitants and takes into account their needs.”

ANNOUNCED THE COST OF A SINGLE STOPPED LINE TO IMM: 7 BILLION 80 MILLION LIRA

Saying, "When we took office, we started the construction of 10 metro lines that we took over as stopped, but I would like to draw your attention to the cost of their stopping," İmamoğlu said, "I will give an example on a single line. I'm sure it will be pretty understandable. The tender for the Ümraniye-Ataşehir-Göztepe metro line was made in March 2017, and its construction started in April 2017. However, this line with a total length of 13 kilometers was stopped on December 29, 2017 in the same year. When we took office, only 4 percent physical progress had been made. The tender price of this line in March 2017 was 2 billion 470 million liras. If it had not been stopped and completed within the time specified in the contract, that is, in February 2020, the total cost including the price difference would have been 3 billion 250 million liras. However, in the current situation, the total cost has increased to 10 billion 329 million liras, including the price difference. The difference is 7 billion 80 million liras. This difference is 2 Ümraniye-Ataşehir-Göztepe lines, if we take the cost as a basis if it was completed on time. This difference; This is the cost of foresight to this city. It is the cost of deciding to take the subway when you get up in the morning and stopping at night when you go to bed. This difference; This is the cost of managing this city without a plan, without a project. The people who created this situation, the majority of my friends here know better than me. I warn them to identify those addresses well, keep them under the spotlight, and take measures to prevent further damage to this country in whatever position or office they hold.
