Minister of National Education Mahmut Özer first visited the governorship within the scope of the Kocaeli program. Minister Özer, who made a statement to the press about the increase in rents in school canteens, stated that he had a meeting with the Minister of Finance and said, “We have decided to fix the rent increase in canteens at 2022 percent during the 2023-25 academic year.” said.

Minister of National Education Mahmut Özer stated that they followed the rent increases in school canteens before the provincial education evaluation meeting held in Kocaeli Governor's Office and held talks with the Ministry of Finance, parents and finally the Confederation of Turkish Tradesmen and Craftsmen, and said: We decided to fix the rent increase in canteens at 2022 percent during the 2023-25 academic year so that they can benefit from the canteens in the school in a healthy and affordable way.

Hopefully, we will complete the necessary correspondence and inform all our provinces today, and we will fix the rent increases in school canteens in this way. Our aim; Our students, young people, children and children can benefit from this service in a very healthy way. Of course, they can benefit from this service at a very reasonable price, our teachers and school administrators alike. without making the canteen operators suffer, but most importantly, to ensure that our students and teachers who benefit from that service meet with reasonable and healthy products. I wish you good luck with this decision we have made.”

After the announcement, Özer attended the provincial education evaluation meeting.

Kocaeli's education investment budget was increased from 960 million liras to 2 billion 285 million liras.

Minister of National Education Mahmut Özer stated that the point the city has reached in the field of education was discussed in detail at the Provincial Education Evaluation Meeting; He noted that the city has an education investment budget of 960 million liras for the construction of new schools, strengthening works and major repairs of existing structures, and they decided to increase the 1 budget to 325 billion 2022 million liras by adding 2 billion 285 million liras to this amount.

Özer stated that the top priority here is demolition and reinforcement works to make schools safer, and that they aim to complete these works by the end of 2022.

Reminding that they gave priority to increasing the schooling rates in pre-school education in the last year, Özer explained what will be done in Kocaeli in this context:

“We have included 6 kindergartens in Kocaeli, four of which are special education kindergartens, into the investment program. Under the auspices of Ms. Emine Erdoğan, we set out to build 3 independent kindergartens, and we have completed 2 independent kindergartens so far. We have completed 50 independent kindergarten classes, and with these breakthroughs, we have increased the 15-year-old schooling rate from 500 percent to 5 percent. For this, in addition to the existing kindergarten constructions in Kocaeli, we will increase its capacity with these 65 new kindergartens, I hope.”

Stating that they are planning 5 new investments for primary and secondary school needs, Özer said that the repairs of existing schools are also a priority. Ozer said:

“In this context, we will, hopefully, finalize the major repairs of our schools in Kocaeli with an additional investment of 100 million. Our biggest difference in the 2022-2023 academic year in our schools is that we sent a budget to our schools - for the first time - to all our schools regarding preparation for education.” said. Underlining that the budget for preparation for education and training has reached 5 and a half billion liras as of today, Özer stated that schools are in a position to meet their needs such as cleaning, stationery and repairs from their own budgets without applying to anyone.

Özer continued his words as follows: “In this context, we have sent a budget of eighty five million to our schools in Kocaeli. Again, one of the most important needs we saw at the evaluation meeting was the demand for increasing the number of practice schools related to special education. In this context, we decided to build 3 special education practice schools in three different districts. Currently, there are 30 special education practice schools in different locations. He'll be 33 with these three."

Adding that the meeting was productive, Özer said that they did their best to support the city. Wishing the new investments to be auspicious for Kocaeli, Minister Özer thanked the managers and teachers who successfully coordinated the processes.
