Traffic is one of the main problems in Istanbul, where millions of people live. The most important public transportation vehicle, which is seen as a solution to traffic, is the metro. After the Istanbul Metropolitan Municipality (IMM) administration passed to the CHP with the 25 local elections after 2019 years, metro lines became one of the important agenda items. Stopped and restarted metro lines, invested projects and financings pending approval sparked the debate. We have compiled the metro lines that experts want to be approached above politics. According to the information obtained, there were a total of 23 rail system lines that were tendered by IMM before 2019 June 12. The total length of these lines was 140,9 km. 12 of the 10 rail system lines were completely stopped due to insufficient funds. On the remaining 2 rail system lines, the construction works continued at a very low speed and inefficiently at the stop level.

In addition to financial problems, there were many technical and contractual issues waiting to be resolved on all lines. The lines, which were completely stopped on June 23, 2019, were financed through different methods such as international loans from various banks and equity created, and construction and vehicle purchases in the projects were restarted. However, Dudullu-Bostancı Metro Line, Kabataş-Mecidiyeköy Metro Line and Eminönü-Alibeyköy Tram Line were restarted by allocating a budget from equity before the loan was obtained.

The total line length under operation is 23 km on 2019 June 233,05. IMM operates 153,15 km of this, and the Ministry of Transport and Infrastructure operates 79,90 km. The length of the rail system line opened and operated by IMM between 23 June 2019 and September 2022 is 29,1 km. As of September 2022, the total line length under operation increased to 262,15 km. 182,25 km of this is operated by the IMM and 79,90 km is operated by the ministry.

'New lines are planned'

IMM plans to start the construction of the following lines between 2022 and 2024:

  • Üsküdar – Harem Nostalgic Tram Line:

The survey and application projects of the 1,85 km long line have been completed. The tender process will begin.

  • ITU-İstinye Funicular Line:

The survey and application projects of the funicular line, which is 2,60 km long and consists of 3 stations, have been completed. The process has been started for the approval of the General Directorate of Infrastructure Investments (AYGM).

  • Eyüp – Bayrampaşa Tram Line:

There are 3,2 stations within the scope of the 4 km long project.

On 16.02.2022, AYGM was asked for its opinion for the 4th time regarding the inclusion of the line in the State Investment Program. Technical negotiations are expected to be completed by the end of this year.

Following the approval of AYGM, it will be submitted to the Presidential Strategy and Budget Department for the 2023 Public Investment Program so that the line can be included in the Public Investment Program.

  • Sefaköy – Beylikdüzü (TÜYAP) Metro Line:

The construction period of the project, which will have a total length of 17,89 km and will consist of 10 stations, is foreseen as 4 years.

Following the approval of the General Directorate of Infrastructure Investments (AYGM) on 25.07.2022, it was submitted to the Presidency's Strategy and Budget Department as a "New Year Project Proposal" in order for the line to be included in the Public Investment Program.

The Presidency's Strategy and Budget Department and the President's approval will be required in order for it to be added to the investment program in 2022 and for the Sefaköy-Beylikdüzü Tüyap Line tender to be launched in 2023.

'50 minutes from Beylikdüzü to Sabiha Gökçen'

With the HızRay project, it is aimed to provide transportation from Beylikdüzü to Sabiha Gökçen Airport in 50 minutes. The line is planned to be 74,5 km long and is expected to carry 1,5 million passengers per day. Projecting studies of HızRAY started at the end of 2020. Currently, design and feasibility studies are continuing and financial negotiations are being held.

'140 kilometers of stopped work'

Providing information to publictv.com.tr about metro lines and processes, Head of IMM Rail System Department Assoc. Dr. Pelin Alpkökin said, “We received a total of 12 kilometers of work on 140 metro lines. 10 of them had completely stopped. We can call it abandoned construction sites. In total, he took over the Rail System Department with a debt of nearly 450 million TL to the contractors with the money of that time.” Explaining that the construction sites of the stationed subway were dangerous at that time, Alpkökin summarized, “They were bombs under Istanbul. There were abandoned tunnels and shafts. There were also technical problems. We almost redesigned all the metro lines we bought. 'Awaiting approval'

Referring to the Ümraniye-Ataşehir-Göztepe metro line, Alpkökin said, “We have an agreement with the EBRD since the beginning of this year. It gives an additional amount of 75 million Euros. IMM Assembly approved. The Presidency Strategy and Department gave an opinion of conformity. He has been waiting in front of the Treasury and Finance Minister Nureddin Nebati for 9 months. IMM pays from its own resources so that this line does not stop. We paid up to 55 million euros from our own resources. This means that you are funding a business that you will do with credit with your own resources. The subway never stops. There is a lot of approval pending,” he said.
