In order to support the education of more than 450 students with special education needs, a curriculum guide was prepared to be implemented in schools. Minister of National Education Mahmut Özer stated that the guide, which includes student-specific education programs, is a roadmap for creating an individualized education program.
In his statement on the subject, Minister of National Education Mahmut Özer stated that supporting the education of students with special education needs and increasing the quality of the special education services offered are among the priority objectives of the Ministry.
Last year, 306 thousand 469 of them were in formal primary and secondary education institutions through inclusion/integration, 57 thousand 413 were in special education schools, 77 thousand 602 were in special education classes, 993 were in hospital classrooms, 10 thousand 552 were at home. Noting that a total of 453 thousand 29 children with special education needs were educated, Özer said that the priority of the Ministry is to ensure that students with special education needs receive education through inclusion/integration with their peers.
The number of special education kindergartens reached 140
Stating that as the Ministry, they expanded the number of special education kindergartens in 2019 provinces across the country to 28 in 81 and increased their number from 52 to 140, Özer said that there is no province without special education kindergartens. Özer also stated that studies are continuing to increase the number of special education kindergartens according to the situation of the provinces.
Pointing out that as the Ministry, they also focus on the production of special materials, Özer stated that they will increase the number of special education materials to 1 million within the scope of the "Materials for Special Children" project carried out under the auspices of President Recep Tayyip Erdoğan's wife, Emine Erdoğan.
Minister Özer also reminded that the General Directorate of Special Education and Guidance Services created "skill practice areas" in 5 special education practice schools for children in 1.007 different fields, from visual arts to music, from gardening to animal care, from sports to increasing physical activities, and within this scope, approximately 81 thousand materials were created in 900 provinces. stated that they conveyed.
Explaining that with the "Love for Sports Knows No Barriers" program organized jointly by the Ministry of Youth and Sports and the Ministry of National Education, 500 thousand 27 sports materials produced to make them available to students with different disabilities were sent to 259 special education schools throughout the country. He reminded that materials specially prepared for students with intellectual disability and autism were also delivered.

Minister Özer stated that in his latest work, a guide called "Individualized Education Program: A Roadmap for All Teachers" has been prepared in order to eliminate the possible difficulties that teachers working with students with special education needs may encounter in the process of preparing an individualized education program and to guide teachers in this context.
Stating that the guide is available both in print and digitally on the website of the General Directorate of Special Education and Guidance Services, Özer said:
“The guide, which we have prepared in order to increase the knowledge, skills and experience of teachers regarding the preparation and implementation of an individualized education program for special students, will contribute to the education of approximately 450 thousand special students at pre-school, primary, secondary and high school levels with different special education needs. The guide serves as a roadmap for the schools where our students receive education, as well as special education classes and teachers working in special education schools, to create an individualized education program for their students with special education needs, within the scope of inclusion/integration education practices.
I hope that the guide prepared to guide the preparation and development of individualized education programs for teachers working with students with special educational needs will be useful for teachers, families, experts working in the field and all students.”
