Incentive Payment to Family Physicians in the Official Gazette

The “Regulation on Amending the Family Medicine Contract and Payment Regulation”, which includes the basic supplementary payment and incentive payment to family physicians and Family Health Center employees, was published in the Official Gazette.

The full resolution published in the Official Gazette is as follows:

“ARTICLE 1- The following sub-paragraphs, coming after the sub-paragraph (29) of the second paragraph of Article 6 of the Family Medicine Contract and Payment Regulation, which was put into effect with the President's Decision dated 2021/4198/18 and numbered 10
It was added.

“I1) Support payments are made to family physicians in order to support the development of public health, to facilitate the access of the public to primary health care services, to be rewarded in proportion to their contribution to regular service provision and to maintain their motivation. This payment is made at the rate of 3% of the ceiling fee to the contracted family physicians who have not received any warning points, based on the Annex to this Regulation (ANNEX-42 FAMILY MEDICINE) APPLICATION. However, this payment is not made for one month for those who receive a warning score between 1-10, for two months for those who receive a warning score between 11-20, and for three months for those who receive a warning score of 21 or more.

12) The number of daily examinations performed by the family medicine unit;

i) 41% of the ceiling fee if it is between 50-10,
ii) If it is between 51-60, 21% of the ceiling wage,
iii) 61% of the ceiling fee if it is between 75-31,
iv) If it is 76 or more, 42% of the ceiling fee

incentive payment is made. Within the scope of this sub-paragraph, the number of daily examinations of the family medicine unit is calculated by dividing the total number of monthly examinations performed by the family physician by the number of days the family physician actually works in the relevant month.

ARTICLE 2- The following sentence has been added to the end of the fifth paragraph of Article 19 of the same Regulation.

“The total gross amount to be paid to the temporary family physician (including salary, fixed payment, base payment, cannot be more than the contractual gross wage to be calculated if the temporary family physician provides contracted services in the family medicine unit where he/she works).

ARTICLE 3- The following sub-paragraphs have been added after the sub-paragraph (21) of the second paragraph of Article 10 of the same Regulation.

“I1) Family health workers are paid the first payment of the public for their support for the development of public health. This payment is made at the rate of 3% of the ceiling wage to family health workers who have not received any warning points, based on the annex of this Regulation (ANNEX-3 SUBMISSION SCORE TO APPLY IN FAMILY MEDICINE PRACTICE). However, this payment is not made for one month for those who get 1-10 warning points, for two months for those who get 11-20 warning points, and for three months for those who get 21 points or more.

12) The number of daily examinations performed by the family medicine unit;

1) 40% of the ceiling fee if it is between 60-1,5,

ii) If it is between 61 and above, an incentive payment of 3% of the ceiling wage is made. Within the scope of this sub-paragraph, the number of daily examinations of the family medicine unit is calculated by dividing the total number of monthly examinations performed by the family physician by the number of days the family physician actually works in the relevant month.

ARTICLE 4- The following sentence has been added to the end of the fifth paragraph of Article 22 of the same Regulation. “The total gross amount (including salary, fixed payment, base payment) to be paid to the temporary family health worker cannot be more than the contractual gross wage to be calculated if the temporary family health worker provides contracted services in the family medicine unit where he works.”

ARTICLE 5- This Regulation enters into force on 1/9/2022.

ARTICLE 6- The President of the Republic executes the provisions of this Regulation.”
